POSITION OVERVIEW:

This newly created position is ideal for a designated CPHR who wants to contribute and have a positive impact on the HR profession in a one of a kind HR leadership role. Reporting to the CEO, the Manager, HR Programs is accountable to:

1) Execute strategic priorities established by CPHR Alberta’s Board of Directors to strengthen the association through post-secondary partnerships. Act as an ambassador for CPHR AB with post-secondary and other stakeholders.

2) Partner with CPHR Alberta’s leadership team to create strategic HR plans, advise on HR matters, and create and implement internal HR policies and programs.

3) Develop, implement, and manage a Human Resources Hotline service that supports CPHR Alberta members with HR-related inquires.

It is anticipated that approximately 70-80% of the role will focus on representing CPHR Alberta and the development and delivery of HR programs to support members. A smaller component of the position involves generalist HR Business Partner responsibilities for CPHR Alberta’s leadership team and staff. This position has one direct report which is the Post Secondary Coordinator.

POSITION RESPONSIBILITIES:

Post-Secondary Partnerships

  • In collaboration with the Post-Secondary Coordinator and CPHR Alberta team operationalize the strategic priorities established by CPHR Board of Directors and oversee all post-secondary engagement activities.
  • Identify key post-secondary leaders and faculty at targeted institutions, build collaborative relationships, and promote integration of the Human Resources Competency Framework in the development of HR educational programs. Gather feedback provided by post-secondary stakeholders and adapt programs as required.

HR Leadership

  • Serve as an effective and professional CPHR Alberta representative in communicating with external stakeholders, including attending events as an official representative of CPHR Alberta, sharing strategic priorities, and explaining processes and programs of CPHR Alberta.
  • Lead the HR function at CPHR Alberta by developing HR strategic and project plans, creating a department budget, and establishing metrics to measure achievement of organizational goals. Provide updates on HR initiatives and metrics to the leadership team including the CEO.
  • Advise and provide input to the leadership team on a wide range of matters that would benefit from the expertise of an HR professional such as organizational change, business process change, volunteer training, professional standards, investigations, disciplinary matters, conflict resolution, and legislative changes.
  • Provide leadership to the Post-Secondary Coordinator and to volunteers by motivating and engaging a cohesive team, setting the direction, and coaching and supporting team members.

Generalist HR

  • As a Human Resources Business Partner to CPHR Alberta staff and the leadership team, this position will develop internal HR policies, ensure legislative compliance, and carry out all HR programs, initiatives, and administration. Chair the Joint Health and Safety and Staff Engagement committees and maintain HR records and databases.
  • Generalist responsibilities will include recruitment and onboarding, workforce planning, talent management, leadership, organizational, and employee development, performance management, employee relations, compensation, benefits, and leave management, DEI, health, safety, wellness, and employee engagement.

HR Hotline

  • Establish and oversee a HR Hotline service exclusively for active CPHR Alberta members that is delivered by a team of volunteer HR professionals using a peer to peer approach. Prepare program documentation to administer, evaluate, and communicate the new HR Hotline service to members.
  • Recruit, onboard, train, and lead a team of knowledgeable volunteer HR advisors who will respond to HR inquiries by phone or email, sharing real life personal and professional experiences, and offering guidance, advice, and resources to assist members.

QUALIFICATIONS AND EXPERIENCE:

The Manager, HR Programs is a role model for CPHR Alberta, who is professional, positive, and committed to CPHR Alberta’s mission, with a demonstrated commitment to networking and supporting CPHR Alberta member service. The successful candidate has a high level of energy and the personal drive and initiative to achieve results independently through well executed planning, project management, and delivery. Proven ability to collaborate, influence, build strong relationships, and clearly communicate CPHR Alberta priorities internally and with a variety of external stakeholders. This role requires the capability to lead, motivate and inspire others by clearly communicating direction and supporting team members.

Key Qualifications:

  • Must have a CPHR designation and a current CPHR association membership in good standing.
  • Knowledge of the HR Competency Framework is required.
  • A thorough understanding of Canadian Employment, Health and Safety, and Human Rights Legislation.
  • A minimum of 5-7 years of progressive HR experience in a generalist role.
  • Project management expertise with the ability to develop, implement, and adapt a variety of HR policies and programs that are fit to purpose.
  • Proactive and takes initiative to recommend solutions, solve problems and make well thought out decisions.
  • Prior experience motivating and leading teams, including volunteers, is a strong asset.
  • Strong interpersonal skills including the ability to influence without authority, coach, work effectively in a team, and build positive relationships with a variety of people.
  • Excellent verbal and written communication skills.
  • High ethical standards including the ability to handle sensitive and confidential information with discretion.
  • Proficiency in Microsoft Office, including MS Teams and the ability to work effectively in a virtual environment.

OTHER REQUIREMENTS AND INFORMATION:

  • This Calgary based position is a full-time hybrid role which will work a 37.5 hour condensed week with an office closure on Friday afternoons.
  • Occasional evening and weekend work may be required to support events including the annual conference.
