We are currently seeking a dynamic and experienced professional to join our team as a Client Partner, Assessment & Training within our Specialized Health & Safety (Violence Prevention) unit.

Position Overview:

Reporting to the Leader, Specialized Health & Safety (Violence Prevention), and in collaboration with the Health & Safety Team, the Client Partner, Assessment & Training plays a pivotal role in supporting our Occupational Health & Safety (OH&S) program. This position is dedicated to ensuring compliance with health & safety legislation, regulations, standards, and collective agreements, with a strong focus on violence prevention initiatives and comprehensive education and training.

Key Responsibilities:

  1. OH&S Program Management: Develop, implement, monitor, and audit components of the OH&S program including policies, program documents, instructional programs, and reporting systems.
  2. Training Delivery: Deliver a range of OH&S educational and training programs such as Provincial Violence Prevention Curriculum, Advanced Team Response, and Trauma-Informed Practice to Directors, Managers, and front-line staff.
  3. Consultation & Support: Consult with Executive Directors, Directors, Managers, staff, and clients on health & safety issues, assisting them in achieving strategic goals to prevent workplace injuries and exposures. Monitor and plan H&S training for regulatory compliance.
  4. Hazard Assessment: Identify, assess, and recommend mitigation strategies for workplace hazards. Provide technical advice to management to maintain compliance with relevant legislation, regulations, and OH&S programs.
  5. Data Analysis & Reporting: Collect and analyze data, and prepare reports as part of violence risk assessment processes.
  6. Incident Response: Respond to workplace incident reports, support management with follow-up actions, and provide recommendations to ensure compliance with legislation and OH&S programs.
  7. Legislation & Policy Updates: Stay current with Occupational Health & Safety Regulation, related legislation, health care collective agreements, and internal practices to ensure the OH&S program remains compliant.
  8. Guidance & Representation: Provide advice on Workers Compensation Act, Occupational Health and Safety Regulation, and other relevant policies. Represent Health & Safety on internal and external committees such as Joint Occupational Health & Safety Committees and Code White Committees.

Qualifications:

  • Education: Diploma in Occupational Health and Safety from a recognized program.
  • Experience: Five (5) years recent related experience in a unionized environment. Registration as a Canadian Registered Safety Professional (CRSP) or an equivalent combination of education, experience, and certification acceptable to Fraser Health.
  • Driver’s License: Valid B.C. Driver's License and personal vehicle.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Reporting to the Leader, Prevention - Client Services and in collaboration with the Health & Safety Team, the Client Partner, General Health & Safety is responsible for the development, implementation, monitoring and ongoing evaluation of the Occupational Health & Safety (OH&S) program which is centred on meeting health & safety legislation, regulations, standards and/or health care collective agreements.  The Client Partner, General Health & Safety maintains current knowledge of relevant legislation, regulation, health care collective agreements and health & safety policies/programs.


Responsibilities

  1. Develops, implements, monitors and audits the various components of the OH&S program, including but not limited to policies, program documents, supporting materials, instructional programs and reporting systems.
  2. Delivers OH&S instructional education and training programs to Directors, Managers and front line staff.
  3. Consults with Executive Directors, Directors, Managers, staff and other clients on health & safety issues and assists them to meet strategic goals which will prevent workplace injuries and exposures.  This includes interpretation of regulations; application of OH&S procedures and standards of practice; appropriate intervention and/or preventative measures.
  4. Identifies, assesses and recommends mitigation of workplace hazards; provides technical advice and recommendations to management on maintaining compliance with applicable legislation, regulations, OH&S programs and collective agreements.
  5. Collects and analyzes data, prepares applicable reports, and maintains various records of client interactions.
  6. Liaises with WorkSafeBC officers during inspections, investigates and provides advice to management as well as other clients respecting WorkSafeBC inspection reports/orders including reviewing WorkSafeBC inspection reports, development of Notice of Compliance (NOC) plans with management, submitting NOC's to WorkSafeBC, and where appropriate challenging WorkSafeBC inspection reports/orders on behalf of Fraser Health though preparation of appeal documentation in consultation with legal counsel.
  7. Responds to workplace incident reports and supports management by ensuring appropriate follow-up action is taken and provides recommendations to achieve compliance with applicable legislation and the OH&S program.
  8. Provides advice to Human Resources, management and other clients respecting grievances that pertain to the OH&S program.  This includes fact finding/analysis, strategizing on the employer position, preparing appropriate correspondence, participating in meetings with employer/union representatives and consultation with legal counsel.
  9. Promotes constructive union-management relations through respectful communication and interest-based problem-solving.  Liaises with Local Union executives and Head Office representatives to resolve OH&S related problems, consults on issues and provide/exchange information on OH&S topics affecting employees in the workplace.
  10. Remains current with the Occupational Health & Safety Regulation and other related legislation/standards; health care collective agreements and internal practices to ensure that the OH&S program is current and within legislative, regulation and/or collective agreement requirements.
  11. Provides advice and guidance to Executive Directors, Directors, Managers, employees and others regarding the interpretation and administration of the Workers Compensation Act, Occupational Health and Safety Regulation, as well as other legislation and policies to ensure consistent application of these agreements and directives.
  12. Represents Health & Safety on various internal and external committees such as Site Leadership, Joint Occupational Health & Safety Committees and provincial working groups.

Qualifications

Education and Experience

Diploma in Occupational Health and Safety from a recognized program plus five (5) years recent related experience in a unionized environment and registration as a Canadian Registered Safety Professional (CRSP), or an equivalent combination of education, experience and certification that is acceptable to Fraser Health. Valid B.C. Driver's License and use of a personal vehicle.
