Project Management/Estimator
· Responsible for managing multiple projects, of various scale, concurrently to include:
· Responsible for the project pre-planning phase (hand-off meeting with Estimating, kick- off meeting, Budget meeting prior to the commencement of construction on site)
· Develops Project Baseline Schedule to meet all requirements of client and contract documents. Seek input from management on feasibility and constructability.
· Responsible for all Project Preplanning to ensure project starts on time and runs smoothly; including but not limited to the following activities
· Provides leadership to foster positive relationships with all internal and external parties to maximize project performance and results.
· Develops execution plans outlining staffing, materials, equipment, subcontracting, and other services required to deliver the project on time and within budget.
· Planning, scheduling, and cost control activities on projects in conjunction with the Project Team.
· Manage project budget and billings while working in conjunction with the office for invoicing, accounts payables/receivables.
· Monitors and prepares Project Schedule Updates to ensure project remains on track.
· Reviews any ongoing delays or potential future delays as soon as possible and develop potential mitigation measures.
· Reports on the overall performance of the project and financials to Senior Management.
· Analyzes project performance and identifies opportunities to increase revenues.
· Monitors and oversees the efficient use of materials, equipment, and labour on projects.
· Defines execution strategy (self-performed and subcontracted works)
· Manages project team responsible for construction (surveyors, Supervisors, QC if applicable)
· Organizes/attend weekly project team meetings
· Prepares Work Plans and Pre-Activity Meetings
· Ensures project is delivered to schedule and on budget
· Actively manages cash position (invoicing and payment, certification of completion, holdback collection)
· Manages of subcontractors and suppliers including processing all progress payments.
· Manages client relationship, changes (Extra Work, Extensions of Time) and claims
· Signing Authority for Site Instruction, Notices, acknowledging receipt, Change Orders.
· Delivers project close-out (Substantial Completion, Final Acceptance, Warranty requirements)
· Screens tenders from WCA or Merx or RM websites and other private sources.
· Review requests for tender, qualification, proposals, addenda, and all other contractual documents in order to prepare detailed estimates and bid packages.
· Coordinates total estimating effort relevant to a particular bid/project assigned.
· Develops bid strategies to manage all open tenders and effectively meet proposal/tender requirements prior to closing date.
· Participate to prepare statement of qualification packages, proposals, and tenders.
· Performs post tender review for future records and references.
· Prepares permit application packages and apply with Mines Branch, Sustainable Developments (Forestry, Wildlife, DFO, and Crowns Land).
· Reviews and manage any possible concerns with above-mentioned agencies to get approval on permits.
· Responsible for Health & Safety performance on site.
· Requests utility locates to avoid any damage or incidents on the construction site.
· Ensures that Safety Risk Assessments are carried out prior to undertaking a new activity.
· Performs a regular audit of the work site to ensure that Health & Safety Requirements are being met, bringing all infractions to the attention of the Site Supervisor and Project Safety Officer.
· Consults Safety Officer and seeks support whenever necessary.
· With assistance from the Safety department, PM will interact with any regulatory body regarding safety infractions and corrective actions.
· Ensures identification and reporting of near misses, incidents and accidents to the Safety Department.
· Promotes Safety Culture and the goal of Zero Harm to the employees and the public.
· Responsible for on-time procurement of long lead items at pre-planning stage.
· Review and develops a list of all required equipment, labour, subcontractors, and materials with the Director of Operations and place the required orders.
· Reviews Quantity Take-offs from contract and drawings prior to ordering materials.
· Participate to set up and initiates Subcontracts, develops Bid items, the scope of work (inclusions/exclusions) and schedule for Subcontracts. Ensures that Subcontracts are reviewed and signed-off by Director of Operations and that they are executed prior to the commencement of work on site.
· Defines, schedules and oversees the preparation of all submittals required by Contract Documents.
· Defines Quality Assurance / Quality Control requirements in line with Contract Documents
· Ensures Inspection and Test Plans, as well as associated Checklists, are established prior to construction and implemented during construction (with necessary records).
· Manages Material Approvals
· Manages Non-Conformance, Corrective and Preventative Actions
· Perform inspection of critical construction activity to ensure that the work is meeting the required QC specification and tolerances
