APS-3: -Shipboard and Deployment Manager

As a direct report to the Deputy Program Manager for Sustainment, the responsibilities for the position are as follows:

As Shipboard Manager - Oversees the processes for the Care of Supplies in Storage (COSIS) Afloat for Army Prepositioned Stocks (APS) equipment. Equipment is maintained on onboard five Large, Medium Speed Roll-on / Roll-off (LMSR) cargo ships at various overseas locations. Each ship has a maintenance team with a Supervisor who reports directly to the Shipboard Manager.

Directs all COSIS Afloat related personnel, equipment, and logistic activities to include: procurement, receipt, shipment, and disposition of materials.

Processes technical documentation associated with all urgent MWO, SOUM, MAM, GPM and other directives/requirements as required for Afloat equipment. Ensures that the Afloat COSIS teams are prepared for Government Quality Assurance Surveillance Plan (QASP) inspections.

Establishes, monitors and executes mission priorities for COSIS Afloat surveillances, inspections, and repairs. Ensures personnel are trained and follow the requirements of TM 38-470 and AR 750-1. Supervises the activities of personnel engaged in the input, receipt, and dissemination of AWRDS Reports for COSIS Afloat operation.

Oversees and coordinates with Supply and Local Purchase to ensure all items are obtained to support the COSIS Afloat missions. Monitors and supervises personnel engaged in publication control, calibration, and configuration control. Extracts, analyzes, and prepares maintenance summaries and charts from generated maintenance management information

Responsible for coordinating and processing personnel actions through the Human Resources Department. Recruits personnel for all COSIS Afloat operations.

Builds a strong working relationship with the government customer.

Supervises the preparation of COSIS Afloat records and reports for the Customer and Program management.

As Deployment Manager - Participates in deployment operations, planning, and execution as it relates to deployment, deployment exercises, and deployment team logistics, personnel, qualifications, and training.

Works closely with the Deployment Team Supervisor to ensure Deployment Team members are qualified, trained and ready to deploy. The Deployment Supervisor reports directly to the Deployment Manager.

Analyzes government and agency documents to ensure plans are in accordance with established guidance. Develops, reviews and evaluates deployment plans and requirements for continuity, completeness and methodology. Must obtain an in-depth knowledgeable of publications: DA PAM 715- 16, Contractor Deployment Guide; FM 3-35.1, Army prepositioned Operations; and AFSBn-CHS Standard Operating Procedure SOP 525-2.

Oversees and participates in the coordination, direction, evaluation, and implementation of logistical actions in support of deployment.

Coordinates with government and KBR staff to develop and execute objectives, goals, tasks and methods of logistics and personnel support for mission accomplishment.

Must be able to deploy to a contingency theater of operations as determined by the US Government within five days of notice.

Other Management Responsibilities

Develops, enhances and administers ISO Procedures and Work Instructions. Provides in-house training and guidance to subordinate personnel to ensure the highest quality in the execution of the COSIS Afloat and Deployment Team missions. Coordinates with other Managers to ascertain compatibility of procedures among various organizations or branches engaged in logistic/supply support activities and to ensure a close integration of operations.

Performs or oversees administrative duties such as preparing both Afloat and Deployment budgets, timekeeping, vacation control, and yearly anniversary dates for personnel assigned to shipboard activities.

Ensures that all needed supplies, tools, equipment and materials/parts are available, inventoried, and properly stowed IAW established procedures.

Ensures all contract deliverables are submitted accurately and timely. Complies with APS-3 directives IAW the Performance Work Statement (PWS).

Ensures compliance with administrative policies, procedures, and governmental regulations. Ensures employees adhere to all safety requirements, procedures, and policies. Performs all other duties as assigned by the Deputy Program Manager for Sustainment.

Qualifications

• BS degree in logistics or business administration /management or technically related discipline and 4 years of progressive experience related to DoD maintenance, transportation or logistics operations. In lieu of formal education, 10 years supervisory/management experience in military or civilian fleet management or maintenance management, will be considered.

• Ability to review and apply technical specifications and requirements.

• Ability to analyze equipment and forecast spare part equipment.

• Ability to analyze maintenance repair or operation to determine methods of improvement.

• Ability to comply with all established methods, quality standards, and time schedules applicable to this position.

• In-depth knowledge of U.S. Army TM 38-470 and AR 750-1

• Strong planning and analytic skills

• Strong written and oral communication skills.

• Possess a valid State Motor Vehicle Operator License.

• Knowledge and use of AWRDS highly desirable.

• Knowledge of Army Logistics preferred

• Lean Six Sigma and Program/Project Management Certification preferred

• Must be a U.S Citizen

• Currently have or be able to obtain a Secret Clearance.

• Must be able to obtain and maintain local base access.

• Must be able to obtain and maintain Common Access Card requirements

• Must meet deployment qualifications and maintain deployable status.
