ICF’s Survey Research practice is home to a talented community of survey researchers who work regularly with federal and state government, nonprofit, for-profit, and academic clients such as the Centers for Disease Control and Prevention, Substance Abuse and Mental Health Services Administration, the National Cancer Institute, the National Science Foundation, state and city health departments, and nonprofits. ICF is currently seeking a Senior Survey Manager to work in its Survey Research practice in our Rockville, MD office. We are looking for an experienced project manager with a background managing complex, multi-pronged, multi-mode survey and surveillance projects. Successful candidates should demonstrate a background and strong interest in survey methodology, surveillance, data management, and data collection. Key Responsibilities: Manage the day-to-day survey-related activities of a complex, federal surveillance project including timeline and task management, staffing, cross-team coordination, and client engagement. Serve as the key point of contact to clients, providing excellent service, managing expectations, and producing products that demonstrate results Prepare project plans, cost, schedule, and performance metrics using effective project management processes and frameworks Identify and coordinate with outside subcontractors, vendors, and internal collaborators Contribute to and support project budget management Proactively manage a team of cross-matrixed professionals, ensuring smooth team operations and effective collaboration Contribute methodological or technical guidance in support of web, telephone, paper-and-pencil, in-person, and other data collection and surveillance activities Develop project quality assurance protocols, and ensure quality for all data, reports, and presentations Communicate effectively in writing—analytic reports, issue papers, briefings, formal and informal email correspondence, and proposals Continuously assess and make recommendations to address any barriers or obstacles to achieving project goals including required response rates Update leadership on progress as directed and on regular reporting cycles Supervise multiple direct reports Actively participate in business development activities—creating innovative approaches to complex studies, managing the proposal process, authoring sections and supporting documentation for technical approaches, developing budget plans and justification, and effectively networking across public health associations and professionals to create business opportunities Basic Qualifications Bachelor's degree required. 10 years of applied experience in project management including developing and managing study schedules, tracking completion of study activities, monitoring project budgets, and ensuring the quality of work products 7 years of applied survey or complex data collection operations experience including: leading large study teams, coordinating team collaboration and tasks, establishing and overseeing implementation of data collection operations plans, developing and conducting interviewer trainings, coordinating instrument programming and development, leading instrument and system testing, monitoring overall study progress, communicating progress and potential challenges to study leadership and/or clients, overseeing production and delivery of study reports, tracking historical study-related decisions and design modifications. Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
