The Management Information System (MIS) Specialist /Data Analyst supports projects globally to design their database, create interactive performance dashboards and support the projects to manage the database throughout implementation. The MIS Specialist/Data Analyst will provide staff training in MIS and data analysis, follow-on technical support, and integration of hardware for data capture. The MIS Specialist/Data Analyst works closely with project field teams to ensure successful design and project-level data analysis and report dashboards.

Responsibilities:
Project-Level Support
  • Assists project MIS and MEL specialist in installation of the LEAP system at country level and post start-up LEAP implementation.
  • Coordinates with the Database and Technology Systems Manager to implement key MEL tasks including direct support to the project MIS Specialist to complete the project data management manual and database schema and ensures pro-active, timely support to key MERL data capture activities.
  • Monitors and supports MIS specialist and field MEL teams with data capture, upload, cleaning and visualization through dashboards and other interactive software.
  • Supports the Database and Technology Systems Manager to orient, train and implement data collection tools to projects.
  • Promotes and supports a wide range of options for data presentation and utilization of all LEAP features.
  • Quality check MERL data through regular, virtual data quality audits and communicate issues with MEL Specialists to follow-up through on-site DQA.
  • Spearhead the initiatives to maintain compliance with USG guidelines for redaction, linkage, and upload of assistance data to the Data Development Library.
Corporate-level Support
  • Work with the Director, corporate analysis to incorporate specialized tables and queries that support corporate level data aggregation and reporting in the corporate-level database.
  • Works with users to translate corporate data to visuals, tables, charts, graphs, and maps that communicate ACDI/VOCA’s impact on development across its core practice areas and cross-cutting themes.
  • Aggregate data from standard and custom project indicators and maintain a library of data elements that can be used to report specific corporate impact results.
  • Work closely with the MERL team members to conduct specialized data analysis such as social network analyses, creating geospatial models, and analyzing qualitative data.
  • Support visualization of project data by developing and maintaining project indicator dashboards.
  • Provides quality assurance on data reported to clients ensuring that narrative summaries and reports are consistent with LEAP data and reconcile any discrepancies between project and corporate databases through data cleaning and improved queries.
  • Organizes and implements regular communications with field M&E Teams to improve access to information, document systems and protocols that improve quality of data, analysis, and performance.

Qualifications:

  • Bachelor’s degree required preferably in any of the following: Data Science, Information Technology, MIS, International Development, Economics, or another related field
  • Minimum of four years’ experience with monitoring and evaluation or project management, supporting timely submission of accurate, current, and complete information on status of project deliverables and impact.
  • Demonstrated experience in designing and implementing complex information management systems for international development projects
  • Understanding M&E requirements and advanced data management and analysis, including data collection systems, and database design and experience with computer-based statistical packages (Power Bi, STATA, SPSS, etc.) for data analysis
  • Strong understanding of international development approaches and familiarity with international donor programs such as USAID
  • Ability and willingness to travel internationally required; must be fully vaccinated against Covid 19
  • Fluency in English is required; knowledge of French or Spanish will be an added advantage
  • Must be available during core business hours; extended hours may be required.
  • Flexibility to work in office based on work demands.
