What are the responsibilities and job description for the Remote Buyer position at Actalent?
18-month 100% remote contract role paying up to $30/hour!!!
Executing on procurement tasks each day. Not direct materials related, a little more generic buyer. Could support any sort of commodity. Won't be just labor specific, but will work with labor, generic product lines, capital equipment, etc. PO management, invoice reconciliation, tactical procurement activities.
-Prepare and issue Requests for Quote (RFQ) and Requests for Proposal (RFP) and Purchase Orders (POs) to suppliers in accordance with government, customer and requirements, policies, and procedures.
-May also assist in the development of subcontract specifications and Statements of Work (SOW).
-Review quotes/proposals analyze results and determine negotiation plans/strategies as well as addressing any exceptions to terms flow downs, specifications, or terms and conditions requirements.
-Conduct negotiations with suppliers to achieve fair and reasonable results. If needed, perform supplier assessments with the program team to finalize supplier selection.
-Review and assessment of purchase requisitions to assure all government criteria and requirements are included and addressed.
-Formally document procurement files in accordance with the FAR purchasing system requirements and GEH processes, including details of summary of award, sole source justification, price analysis methodology, negotiation strategy and summary.
-Manage supplier performance to cost, delivery/schedule, quality, technical and contractual requirements.
-Identify and mitigate risks and issues with suppliers by determining root cause and developing corrective action.
-Track and report subcontract dollars on all federal contracts in the system.
-Review small business subcontracting plans received from first-tier subcontractors, to ensure compliance with government regulations.
-Compile, analyze and submit data for reporting per FAR 52.204-10 to Federal Funding Accountability and Transparency Act Subaward Reporting System (FSRS).
-Prompt and timely response to all internal customer requests.
-Recommend improvements to existing subcontract policies, procedures, and tools, in addition to training and mentoring other employees on US government procurement processes and requirements.
Must Haves:
-At least 2-3 years of experience in a buyer position.
-Experience with basic procurement process (requisitions, POs, issuing POs, interfacing with accounting and finance, invoicing and good receipts), working with suppliers.
-Direct materials experience would be beneficial also.
-High initiative, people person, problem solving attitude.
-This will really be a personality hire which is why there isn't a ton of experience required.
-Government experience also a bonus.
Skills:
-Oracle or ERP experience would be a big bonus but not required.
Additional Skills & Qualifications:
-Bachelor’s Degree in business, engineering, or related discipline from an accredited college or university, OR high school diploma or equivalent with 10 years of experience in U.S. government funded procurement.
-In-depth understanding of all principles of the procurement process in a government environment from inception to close out.
-Strong leader capable of working successfully in a matrix organization and as part of a cross functional team to drive impactful results.
