We are seeking a highly organized and committed candidate to serve as the Children and Family Service’s Contract Administrator. In collaboration with the Quality Assurance Supervisor, the Contracts Supervisor, and the Client Services Manager, the Contract Administrator – Performance & Monitoring will ensure that Adams County is contracting with the highest possible quality of service providers in the community. This position will be responsible for understanding the organizational values of contracted providers to ensure their alignment with Adams County’s own values and for developing a means of transitioning from compliance-based to performance-based contracts with providers.
The Contract Administrator will leverage both Adams County’s internal ancillary system data and Colorado's Comprehensive Child Welfare Information System (CCWIS), known as Trails, service data to analyze service efficacy. Works with Quality Assurance Supervisor to identify key measurables and outcomes to drive future contracting with service providers. Ability to collect and analyze both quantitative and qualitative data, including a focus on contracting through an equity lens. Demonstrates knowledge of the totality of the contract management process or is willing and capable of learning.
The position is designed for an experienced professional, who is proficient with the use of information management systems and has experience in contract management. Provides information and observations to enhance continuous improvement in child welfare contract management.
• Researches available service providers that can serve the child welfare population.
• Determines measurements for success of contracted service providers.
• Analyzes both quantitative and qualitative data around service provision.
• Ensures that the Children and Family Services Division contracts with the highest performing providers based on child welfare outcomes, and through an equity lens.
• Knowledge of or ability to learn about 2 CFR 200 federal contracting/ subrecipient requirements
• Assists with data analysis and program evaluation as needed.
• Ensure contractors meet contractual obligations and objectives through monitoring of monthly reports, meetings, and analysis of fiscal and programmatic data.
• Keep CFS Leadership informed of contractor and program performance; provide recommendations to CFS Leadership based on contractor performance.
• Work tactfully with contractors to resolve performance or compliance issues.
• Compile and report on Key Performance Indicators (KPI's) and other data metrics. Design and analyze monthly reports.
• Ensure contractors comply with federal and state laws and rules, as well as county and department policies and procedures.
• Collaborate with the Contracts Supervisor to structure, organize, and plan RFPs, RFAs and contract renewals.
• Maintain program and contractor quality assurance (QA) data and reports, contracts, and related documents.
• Provide reports on caseload trends, special projects, and other reports at the request of administration.
• Develop ways to measure and ensure contracted providers are leveraging Medicaid funding for all Medicaid reimbursable services.
• Collaborate with the Purchasing Department and Contracts Supervisor to streamline procurement processes.
• Collaborate with the CSU Social Work Research Center to understand Adams County’s use of Core funds.
• Develop and implement a roadmap to move CFS to performance-based contracting practices.
• Performs other related duties and responsibilities as assigned.

- Knowledge of and skill in delivering data reporting for managerial purposes and in satisfaction of regulatory requirements.
- Ability to integrate and apply an expert level of data and business process knowledge and techniques in business process analysis, problem analysis, decision making, solution development, and communication to a wide range of systems users.

- Ability to coordinate projects including multiple systems and agencies.
- Knowledge, skill, and ability with the use of computer hardware and software programs, including but not limited to Word, Excel, PowerPoint, Access, Outlook, and the Internet. Preferably experience with writing database queries using both Microsoft SQL (T-SQL) and Oracle (PL SQL) syntaxes.
Experience: Five (5) years of contract writing, data analysis, administration, or experience in a closely related field is required.
Education and Training:
- A bachelor's degree from an accredited college or university with major course work in purchasing, accounting, business or public administration or related field.
- An equivalent combination of related education and experience may be substituted for the education and experience requirements above on a year for year basis.
- A master’s degree may substitute 2 years of required professional experience.
License or Certificate: Certification in contract management preferred
