This position is located in the Department of Health and Human Services, Administration for Children and Families, Children's Bureau (CB)-Division of Program Implementation, located in Anywhere in the U.S. (remote job).

Basic Requirement: You must meet one of the items listed below (A, B, or C):
A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. (Must provide transcripts)
B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript)
C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Specialized Experience:
GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below:
1. Providing guidance on financial reporting aspects related to programs authorized by Titles IV-B and IV-E of the Social Security Act and the Child Abuse Prevention and Treatment Act;
2. Compiling and/or analyzing financial data related to child welfare programs;
3. Developing policies and/or regulations for various child and family services programs;
4. Implementing financial administration of child welfare program budgets;
5. Conducting research regarding cost allowability and/or identifying applicable limitations of child welfare programs.

Responsibilities:
Child Welfare Program Specialist is considered an expert and authority in providing professional program direction for eligibility and compliance review and monitoring activities of child and family services programs throughout the nation. The specialist also serves as an advisor, technical resource, and ad hoc team lead for the implementation of review and monitoring activities and provides expert advice on the financial aspects of CB programs. Duties include:- Develops and participates in the implementation of procedures for monitoring child welfare programs with focus on financial oversight.
- Develops authoritative recommendations and options concerning sensitive matters on key program operations.
- Reviews and provides recommendations regarding audit determinations for CB programs.
- Formulates comprehensive program plans and strategies to accomplish Division goals and objectives.
- Conducts special reviews to identify and assess complex programmatic issues that significantly affect program policy objectives.
- Oversight in planning and coordinating the implementation of policies, program innovations and changes.
- Meets with program officials to provide advice and expert recommendations concerning administration of the program.
- Initiates and leads discussions with program officials on the impact of program actions on state, child welfare programs and activities, both in the affected state and nationally.
