Job Summary
The Director of Business and Finance shall be directly responsible to the Superintendent for general direction and supervision. He/she shall function as the immediate representative of the Superintendent in matters relating to the financial and business administration of the school system and to the school system’s physical plant. He/she shall work within the policies of the School Committee for the purpose of facilitating and promoting the economical use of all resources under the jurisdiction of the School Committee. In addition, he/she shall maintain an effective relationship between the system’s business operations and the objectives and needs and the system’s services and educational program.
Responsibilities and Duties
Budget • Direct long-term fiscal planning in terms of the community’s financial needs; utilize systems analysis, and include the concept of planning-programming-budgeting-evaluating systems to all aspects of financial planning, in order to provide the district with the best educational experience for each dollar spent or resource used.
• Construct budget documents and responsible for their implementation.
Purchasing and Supply Management
• Responsible for all purchasing, including equipment and supplies for new buildings as well as for existing buildings; consider the educational implications associated with each purchasing decision, and prepare suitable specifications and standards and use good purchasing principles and procedures.

Transportation • Supervise the operation of the school bus fleet to ensure safe, economical transportation for pupils.
Operation and Maintenance of Plant • Responsible through the Facilities Manager for operating and maintaining facilities which will assure maximum educational utility as well as a healthful, comfortable and safe environment for pupils, teachers and the public.
• Work with Scituate’s Building Commission on new construction and renovations to existing school buildings as well as equipping these facilities.
Accounting and Reporting • Establish and supervise the accounting system necessary to provide school officials, administration and the School Committee with accurate financial facts as the basis for formulating policies and decisions.

Office Management • Establish procedures for recordkeeping and maintain all records for the Business Office
• Supervise clerical personnel in the Business Office
• Responsible for the supervision of the payroll system
• Responsible for the proper completion and submission of state and federal reports
• Experience with supervision and evaluation of personnel
Food Services • Responsible through the Head Manager, Food Services for the operation of the school food service, by providing nutritional menus, sanitary facilities and efficient management in the operation of the school lunch programs
Community Service • Schedule the school facilities for community activities
Maintenance of Grounds • Work with the Department of Public Works to ensure the proper upkeep of school buildings and grounds
Negotiations • Participate as a representative of the School Committee in negotiations with all school employee bargaining groups
Business Operations Manual • Develop, implement and maintain a School Business Operations Manual
Other • Perform such additional responsibilities and duties as designated by the Superintendent of Schools • Reports to the Superintendent of Schools. • Provides direct supervision for the Facilities Manager, Transportation Coordinator, Food Service Director and the Business Office staff • 3 – 5 years relevant experience preferred. • Salary to be determined.
Qualifications • Bachelor’s Degree required with a substantial background in business administration
• MCPPO Preferred
• Massachusetts Certification as a School Business Administrator
• Competency in establishing office routines; ability to work well with others; and understanding and appreciation for the education process
• Knowledge of budgeting and budgeting practices; basic knowledge of building construction; familiarity with maintenance and the ability to establish maintenance programs
• Knowledge and experience with data processing systems and how they relate to school business management—ie. budget, financial reporting, attendance, grade reporting, scheduling, payroll, inventories, etc.
• Experience with MSBA Core Program Preferred
• Such alternatives to the above qualifications as the School Committee may find appropriate and acceptable
