Job Title: IT Contracts Manager
Location: ADS Headquarters (Virginia Beach, VA)
ADS, Inc. is looking for a IT Contracts Manager that will serve as the liaison to the Defense Logistics Agency Land & Maritime Aberdeen detachment in relation to ADS' Gateway to Sustainment (G2S) program. They will additionally support additional IT programs such as NASA SEWP and ITES 4H, while maintaining and expanding those business relationships.
Responsibilities
- Respond to all RFQ requests from DLA by the required deadline
- Assist in distributing all RFQs and awards from DLA to the appropriate ADS Sales Rep
- Answer DLA inquiries for both pre- and post-award situations
- Maintain Tracking Database for all open, closed, awarded bids and ensure accuracy of information
- Oversee ADS on-time delivery to ensure exceeding Contractual Requirements
- Request CRD modifications to ensure on-time delivery
- Ensure CRD extensions are processed in all systems (DLA, ADS)
- Rapid Ordering Catalog (ROC) – maintain accurate quotes for items awarded on the ADS ROC and meet with vendors to ensure access to those items when needed for customers. Serve as program manager for ROC orders.
- Work with the ADS Sales team on all matters surrounding G2S including teaching reps how to respond to the bid templates
- Establish strong working relationships with DLA contracting officers and contract specialists
- Responsible for knowing the scope of items allowed and not allowed through all covered IT contracts.
- Work closely with Sales and DLA to get new items or products pre-approved or overturn rejections for items to be approved through the G2S contracts
- Be the subject matter expert on current regulations for proving prices fair and reasonable
- Have working knowledge of the Berry Amendment, Buy American Act and Trade Agreement Act
- Support accounting/AR team to resolve any payment or billing issues and delinquent reports include ULOs, audit readiness and other requests from DLA
- Assist in training new sales personnel regarding the G2S Contract
- Participate in G2S IPR's and travel to Aberdeen Proving Ground as needed
- Support communication between ADS sales team and 4 Star Technologies SEWP bidding team and train ADS team on the SEWP contract.
- Support implementation of other IT contract wins for ADS – ITES 4H, etc.
Minimum Requirements
- Bachelor's Degree required, senior government contracting experience may be substituted
- 2 years' experience in Government IT contracts
- 2 years' experience in Microsoft Office environment: Outlook, Excel.
- Salesforce and Oracle experience is desired
- ADS experience may be substituted at the hiring manager's discretion
Qualifications
- Strong written and verbal communication skills for negotiating with government and military
- Detail oriented
- Demonstrated self-starter with the ability to work accurately and meet deadlines
- Working knowledge of the FAR, DFAR and government contracting methods and terminology desired
