Supply Chain Manager
The Supply Chain Manager is the primary individual who has delegated responsibility for overall management and performance of assigned major/critical subcontract(s) or suppliers. Conducts oversight and management of the supply chain and procurement strategies, performance and development of large-scale products and services. Manages technical, business, product delivery, quality and in-service aspects of supplier/subcontractor relationships and performance. Establishes operating plan and metrics to monitor.
Provides technical and business support to meet supplier performance targets. Develops stakeholder relationships and evaluates performance throughout all contract phases. Conducts supplier assessments. Reviews current and projected work statement to support procurement strategies and contractual compliance. Evaluates elements of recovery corrective and preventative action plans. Provides data to support the communication of supplier performance plans risks.
Principal Duties and Responsibilities:
- Provide the primary day-to-day interface with the key subcontractor's or suppliers point of contact.
- Communicate supplier performance plans to internal stakeholders.
- Monitor technical, cost and schedule performance by the supplier or subcontractor.
- Assist in requirements definition, preparation of SOW & MFG agreements, and supplier data requirements.
- Support Contracts in negotiation, defining subcontractor or supplier requirements, and resolution of contractual problems in preparation of Requests for Proposals (RFPs).
- Participate as or delegates a key member of the source selection process.
- Address risk management and perform surveillance to assure early problem identification.
- Support engineering in the resolution of technical and schedule problems.
- Coordinate approval of subcontract deliverables and documentation.
- Review subcontractor invoices, payment plans, and cash flow strategy.
- Drives cost savings, quality, and continuous improvement initiatives.
- Conduct and facilitate periodic subcontractor or supplier Program Management Reviews (PMR).
- Ensure that technical, contractual, quality and financial requirements are defined, communicated, understood and agreed-to by the subcontractor.
- Identify and support procurement schedules necessary to meet customer commitments.
- Establish and monitor the key subcontract measures/metrics to ensure on-time delivery of quality products and services.
- Collaborate with PMs, engineering, operations & QA in overseeing the selection and contract performance.
- Oversee purchase requisition process, ensuring consistent use of policies and procedures, in conjunction with finance and procurement.
- Travel required to key suppliers or subcontractors.
- Bachelor's degree in Engineering, preferably Mechanical or Electrical or similar required.
- Experience negotiating and communication with suppliers.
- Minimum of 8 years professional experience including 6 years specific to supply chain management coupled with a technical undergraduate degree or related technical discipline.
- Extensive experience in the subcontract management of major suppliers, preferably in the Semiconductor industry.
- Competencies in earned value management systems, risk management, integrated master planning/scheduling, and project accounting.
- This is an on-site role in our Irvine, CA office, even during COVID, as we have been deemed essential.
