AECOM is seeking a highly talented Senior Air Quality Scientist/Consultant with experience executing and managing air quality permitting projects in the Los Angeles and Orange County area. The selected candidate will join AECOM's Environmental Health and Safety (EHS) Air practice within the Environment Business Line. The primary emphasis of the group is to support clients with their air quality and regulatory compliance needs for a variety of federal, municipal, and private-sector clients. The Senior Air Quality Scientist will be responsible for developing and maintaining client relationships, managing complex environmental compliance projects and mentoring junior air quality staff.
The successful candidate will have demonstrated experience managing clients in California and/or along the West Coast, as well as the ability to utilize their environmental technical compliance experience to help our clients navigate environmental regulatory challenges. Qualified candidates will have excellent analytical, writing, presentation and managerial skills, with a professional consulting background in EHS compliance.
The Senior Air Quality Scientist will also work under the direction of the EHS Practice Lead in client project delivery, writing proposals, winning work and marketing AECOM's services through webinars and promotional material.
Significant experience in the following areas is required:

Managing projects which include preparing air permits (for a variety of air districts), air emission inventories, ambient air sampling, and other air quality compliance projects.

Researching, reviewing, and analyzing California air quality policy and regulations.

Supporting regulatory compliance tasks relating to air quality, including communication with the regulators on behalf of clients.

Mentoring junior staff and leading project teams for air permitting/compliance work.

Supporting EHS business development efforts, including preparation of technical and cost proposals, to grow our air quality/compliance work with new and existing clients.

Developing and maintaining positive relationships with clients to enhance client retention and growth.

Qualifications
Minimum Qualifications:

Bachelor's Degree in Environmental Management, Science, Engineering or relevant environmental discipline.

A minimum of 6 years of relevant experience in air quality consulting.

Valid US Driver's License and pre-employment driving record verification is required.
Preferred Qualifications
-
Certification by an air district as a permitting professional
-
Extensive experience in Title V/PSD permitting and regulatory applicability analyses.

Proficient in the use of computers and programs to perform engineering calculations, spreadsheets, and report writing.

Experience working with California air districts, such as BAAQMD, SJVAPCD, MDAQMD, SDAPCD, SCAQMD and/or CARB.

At least 6 years of project/program management experience directly related to environmental compliance projects from proposal development through completion for a consulting firm (i.e., developing proposals/cost estimates, managing clients, projects, and project teams; coordinating resources and managing subcontractors; etc.).

Ability to support business development efforts, including preparation of technical and cost proposals, to grow our environmental compliance work with existing and new clients.

Ability to independently manage various environmental compliance projects and programs ranging in size and scale.
-
Environmental consulting experience with both public and private-sector clients in California.

Highly effective verbal and written communication skills; proficient in technical writing; highly effective organization and multi-tasking skills.

Ability to prioritize multiple demands, think strategically and successfully lead multiple projects simultaneously.
-
Strong attention to detail with excellent analytical, judgment and problem-solving capabilities.
-
Experience mentoring junior staff and leading project teams for environmental compliance work.

Practicing knowledge of current generation air quality models: including AERMOD, HARP, and/or CalEEMod
-
Expert in quantitative analyses using software (e.g., Excel, Access)
-
Technical knowledge of chemical usage and application in manufacturing and industrial settings.

Experience in manufacturing, operational principles and industrial processes
-
Working understanding of federal contracting and sub-contracting practices and requirements.

Experience with health & safety or other environmental (e.g., waste, water, SPCC) regulatory compliance.

Due to the nature of the work, US Citizenship is required.

Some travel is required in and around the state of California and the West region (up to 25%/month).

Offered rate of compensation (California locations only) will be based on individual education, qualifications, experience, and work location. The salary range for this position is $80,000 - $149,000.00
