Aethercomm is looking to fill a Human Resources Manager position.
Scope: The purpose of this standard procedure is to establish and define the functional role, requirements, reporting relationships, authority, responsibilities, and measurements of performance of Human Resources Manager at Aethercomm.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Recruits, interviews, hires, and trains new staff in the department.
- Oversees and manages the daily workflow of the department.
- Manages and handle employee disciplinary meetings, terminations, and investigations in accordance with company policy.
- Creates learning and development programs and initiatives that provide internal development opportunities for employees.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
- Coordinate and manage the Health Insurance Open Enrollment and COBRA plans, including processing all changes in a timely manner.
- Analyzes trends in compensation, incentive pay programs, health insurance benefits, worker’s compensation, and all other benefits.
- Processes and maintains all Leave of Absence Requests, EDD Unemployment Claims, Worker's Compensation Claims, and Health Insurance Claims.
- Processes all HR audits such as: EEO, 401(k), 5500 Form, VETS 4212, AAP, EDD Benefit, Worker’s Compensation, OSHA 300, 1095-C, 1094-C, etc.
- Coordinates Safety Committee meetings for safety and health policies and procedures.
- Reviews incidents, near misses, accident investigation reports, and claim summaries to prevent reoccurrences of similar incidents.
- Develops and maintains a system to track relevant HR metrics for Worker’s Compensation Claims, Workplace Injuries, Employee Complaints/Conflicts, Wellness Program, and Health Insurance Claims.
- Supports the leadership team by understanding and executing all organizational changes.
- Retains historical human resource records by designing a filing and retrieval system and keeping past and current records.
- Attends educational workshops, reviews professional publications, establishes HR networks, and participates in professional societies.
- Provides support and guidance to management, HR staff, and other employees when complex, specialized, and sensitive questions and issues arise.
- Advises management in appropriate resolution of employee relations issues.
- Coordinates and works with managers on all employee training requirements.
- Acts as liaison between employees and health plans when necessary.
- Reviews and releases any new or updated job descriptions with managers.
- Verifies and reconciles all monthly invoices, worker’s compensation claims, and worker’s compensation renewals with the Accounting Department.
- Schedules and sets up company functions and gatherings including venue choice, food service, etc. (i.e., Annual Holiday Party).
- Maintains highest level of confidentiality and ethical behavior.
- Ability to identify opportunities for improvement, draft an execution plan, and then execute the plan.
- Ability to create and adhere to yearly budgets.
- Ensures company compliance in accordance with AS9100.

Education/Experience:
Bachelor's degree (B.A.) from a four-year college or university and at least ten years of related experience, at least five of it as an HR Manager or similar role. PHR or SPHR preferred but not required. Two years of experience with ADP Workforce Now or similar Applicant Tracking System and HR Information System. Experience working for defense contractors and small businesses is a plus.
Language Ability:
Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
Math Ability:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Reasoning Ability:
Must be able to work independently or in a group. Ability to deal with personnel problems in a discrete manner.
