What are the responsibilities and job description for the (INTERDISCIPLINARY) GEOGRAPHER / CARTOGRAPHER position at Air Combat Command?
Primary purpose is to serve as the Geospatial Information System expert supporting mission sustainment, Airspace & Range Operations and to develop/implement data sets affecting airspace, land, facilities, & services required to support MAJCOM missions and coordinate with bases to include planning/coordination/organization/analysis/development of Mitigation Review Teams.
Qualifications:
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Geography Series 0150 or Cartography Series 1370 IOR.BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT FOR GS-0150:

Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. - Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown above, plus appropriate experience or additional education. Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Providing professional knowledge of cartographic theories, concepts, principles, practices, and equipment, including those used in photogrammetry, remote sensing, photointerpretation, digital sensing, or other techniques. Applying professional knowledge of geospatial sciences concepts, principles and practices including geographic information systems, remote sensing, and scientific data visualization, and their applications to geospatial operations and analysis. Using professional knowledge of digital geospatial and derivative processes and products including data production, management, archive, maintenance processing, applications, and the associated standards, including Federal Geographic Data Committee (FGDC) Standards, and the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE). Analyzing planning problems, identifying, and defining goals and objectives, organizing, and directing the functions and staff of a small to medium sized organization and coordinating planning activities and programs at and between several organization levels. Expressing ideas orally and in writing, or by means of graphics and sketches. Dealing tactfully and diplomatically with others.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of principles, practices, techniques, and procedures for surveying, drafting, and utilizing geospatial information systems necessary to provide oversight and consultative functions related to the sustainment of government land, airspace, infrastructure, and a variety of energy systems.
2. Knowledge of the interrelationships of land agreements, use restrictions, and environmental factors that impact geospatial design and planning.
3. Knowledge of enterprise geodatabase management, information processing standards, and procedures in GIS design and programming projects.
4. Knowledge of safety and security regulations, practices, and procedures.
5. Skill in producing graphics, charts, and sketches.
6. Ability to analyze GIS data to identify planning problems, define goals and objectives of projects, and organize teams to coordinate planning activities and programs thorough varying levels of the Agency and outside stakeholders. Ability to communicate orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
