The primary purpose of this position is to serve as a Systems Administrator, planning and coordinating the
installation, testing, operation, troubleshooting, and maintenance of hardware and software systems.
Qualifications:
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A). In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: I have, or within 120 days of the closing date of this announcement will have, at least 1 year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-09), level or equivalent (grade level, pay schedule, pay band, etc) and is described in detail in my resume. I have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving. An example of creditable specialized experience includes: Plans software projects, evaluates and manages the development of new software and the upgrade of existing software. Develops proposals and keeps abreastof technological advances to ensure continued optimum service. Assists in analysis of flight test data requirements and designing methods for data retrieval and reduction to satisfy them NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of systems integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate the installation of new products or equipment.
2. Knowledge of the latest advancements in1echnology and methods and practices used to troubleshoot, recover, and modify and improve systems as well as initiate corrective or preventative action to ensure optimum performance of the system and provide support that minimizes interruptions in service to customers.
3. Knowledge of performance tuning tools, database management and project management methods sufficient to optimize system performance, troubleshoot database performance problems, and perform a wide range of system administration functions.
4. Knowledge of a full range of data structures and database management concepts, operations, design principles, methodologies, and approaches used in designing, developing, testing, implementing, managing, and maintaining database systems that meet current and future organizational business requirements.
5. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of systems.
6. Knowledge of the agency, command, installation, and industry database processing standards, policies, and procedures.
7. Knowledge of scientific methods and systems used for digital data reduction and operations procedures and its application in defining and obtaining data reduction products.
8. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions and solve a variety of database management problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

- Analyzes processes and problems relative to the design of systems and develops and recommends corrective action.
- Enhances automated systems to improve system response time for users.
- Provides technical assistance in the area of automated scientific systems and assists in retrieval, digitizing, and reducing test data.
- Maintains, monitors and performance tunes the database.
- Develops and documents systems administration standard operating procedures and provides guidance to management.
