Job Summary

The ACAA’s Labor Relations Manager will report to the Director, HR Business Processes and assumes responsibility for managing the employee/employer relationship aligned with our values and culture to support a high-performing team and cultivate healthy work relationships. Drive effective strategies and communications related to transformation and support of employer brand. Implement and maintains labor relations programs, policies, and procedures.

 

Here is how the Labor Relations Manager will help:   

  • Build and maintain positive relationships to promote open communication among employee/employer aligned to the values and culture of the organization. 
  • Build and sustain positive relationships with the union business agents and stewards.
  • Build a trusted process for internal feedback to identify trends and provide proactive solutions to sustain employer brand and improve engagement.   
  • Conduct grievance hearing and other legal hearings, keep accurate notes, recommend, advise, and prepare response. 
  • Manage, coordinate, research and provide case management during the grievance and arbitration processes.
  • Manage and coordinate the labor contract negotiation process with business agents and ACAA Leadership Team working.
  • Prepare employee separation and corrective action documentation. 
  • Partner with Communications & Brand to maintain alignment with corporate brand and strategic business initiatives.
  • Recommend and implement plan to increases engagement and foster healthy work relationships
  • Respond to employee and ethic complaints by conducting workplace investigations, compile relevant documentation and data retrieval; provide concise written reports and determination, make recommendation for corrective action. 
  • Performs other related tasks as assigned or required.

Qualifications

Requirements to apply for the role of Labor Relations Manager are:

  • Bachelor’s degree in Human Resources Management from an accredited four-year college or university. 
  • 5 years related experience in labor relations.
  • Prefer certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR).
  • Possess, or obtain prior to employment, a valid driver’s license. Note: license must be maintained throughout employment.

 

We also expect that candidates will demonstrate the following knowledge, skills, and abilities in most cases:  

  • Considerable knowledge of the principles and techniques of human resources management and administration.
  • Considerable knowledge of the labor-management relationship including contract negotiations and interpretation.
  • Considerable knowledge of Federal and State employment laws.
  • Considerable knowledge of the policies, practices and techniques of general management and administration.
  • Considerable ability to prepare clear, concise, and comprehensive written documents.
  • Proficient in Microsoft Office software including Word, Excel, and PowerPoint
  • Ability to maintain confidentiality.
  • Ability to make accurate and sound analysis and evaluations of personnel problems.
  • Ability to communicate courteously, tactfully and effectively with union officials.
  • Travel up to 5%.

  • ACAA’s dental plans (included with healthcare coverage) offer an option covering children’s orthodontia.

  • All eligible full-time ACAA employees participate in the Allegheny County Employees Pension Plan, a defined-benefit plan that vests after 10 years of service.
  • Employees also may participate in a Deferred Compensation Plan, which allows them to contribute part of their pay on a pre-tax basis into long-term retirement investments.
