Minimum Requirements:
Preferred Qualifications: Bachelor’s degree (master’s preferred) in Public Administration, Healthcare Management, or related field AND four (4) years of supervisory and administrative experience to include two (2) years of experience at the management level in program design, operations, and contract management. An equivalent of education and experience may be substituted.
Act 33/34 clearances are required prior to appointment at the cost of the applicant.

Position Summary: The Assistant Deputy Warden for Programs and Services reports to the Chief Deputy Warden, and the Deputy Warden. The Assistant Deputy Warden of Programs and Services works in collaboration with staff, contractors, community organizations, and Deputy Warden of Operations, Deputy Warden of Business Administration and Employee Development and the Health Service Administrator to properly support operations for custody, contracted services, and healthcare.
Duties:
- Leads the Jail’s efforts to attain the highest quality standards to earn American Correctional Association (ACA) accreditation and to pass the following annual inspections: Pennsylvania State Title 37 Inspection, the Department of Health Inspection, and Federal Inspections.
- Oversees, supervises and monitors the day-to-day operational activities of all contracted services within the ACJ to ensure contract compliance.
- Provides oversight, supervision, and monitoring to the Rehabilitation programs.
- Ensures that all detainees/inmates are served.
- Oversees, supervises and monitors the ACJ’s juvenile housing unit, ensuring policy and legal compliance.
- Responsible for the efficient operation of the video complexes at the Allegheny County Jail.
- Oversees the collection and coordination of internal data related to inmate programs, re-entry services, alternative housing, hiring, and retention in conjunction with the Jail and County leadership.
- Analyzes data to design and implement strategies toward continuing quality and process improvement of jail operations.
- Audits and reviews the compliance of all contracted services at the ACJ.
- Completes all tasks as assigned by the Warden.
Knowledge, Skills, and Abilities:
Knowledge of:
- Principles of effective personnel management, including EEO, ADA, FMLA and FLSA regulations
- Correctional facility operations, and of the laws, regulations, policies, and standards governing the work
Ability to:
- Establish and maintain effective working relationships with supervisors, associates, subordinates, external stakeholders and outside agencies.
- Effectively manage contracts.
- Lead and supervise staff, coordinate the work of a large correctional facility and work effectively in a unionized environment.
- Effectively utilize Microsoft Office and other software systems necessary to the performance of the work.
- Be on call 24/7 as required.
