Definition: The Family Services Manager plays an important role in helping fulfill ATCAA’s vision and mission of creating opportunities for individuals in Amador and Tuolumne counties towards self-sufficiency and to assist local residents in becoming involved and contributing members of our community. The Family Services Manager facilitates parent engagement in Early Childhood Services programs as well as access to community resources and educational opportunities that will help them meet their goals as parents, workers and community members. The Family Services Manager plans and oversees the implementation of services related to the Family and Community Partnership Service Areas of the Head Start Performance Standards. The Family Services Manager supervises the Home Visiting program and staff and ensures that the Home Visiting program(s) meet program requirements and are integrated into and aligned with Head Start Standards and best practices. The Family Services Manager supervises the Promotores de Salud Program and staff. The Family Services Manager works with other Head Start Service Area Managers to ensure active family and community engagement and partners with families and local organizations to build a strong community.

Job Duties and Responsibilities Related to This Position:
Family Services/Case Management/Home Visiting

  • Advocate for holistic family services that incorporate an emphasis on family-centered, strength-based, problem-solving approaches in community contacts and staff development efforts;
  • Develop, implement, and update Family and Community Partnership Service Area Plans and Home Visiting Service Area Plans;
  • Implement and update (as needed) Family and Community Partnership Policies and Procedures;
  • Implement and update (as needed) Home Visiting Policies and Procedures;
  • Supervise intensive and comprehensive child development and family support services to enhance the physical, social, emotional and intellectual development of participating children;
  • Ensure that the home visiting program delivers high quality educational services by fostering positive parent-child interactions and providing resources to parents in a home-based setting to support parents in their roles;
  • Work with the Education Services Manager to ensure that Home Visiting curriculum is delivered consistently and with fidelity;
  • Coordinate and Develop the Family Engagement programs and events in Tuolumne and Amador Counties;
  • Direct the development and distribution of the parent handbook;
  • Attend case management conferences and parent conferences as necessary.

Management and Accountability

  • Assist the Early Childhood Services Director in planning and monitoring budget items related to Family and Community Partnerships service areas;
  • Monitor Center-based and Home Base Programs and prepare monitoring reports on a regular basis;
  • Make recommendations for and assist with hiring of Family Advocates, Promotores and home visiting staff;
  • Provide Family and Community data as needed for program operations and reporting;
  • Monitor, train, and provide technical assistance to staff to ensure service area objectives are being accomplished;
  • Work with other ATCAA Early Childhood Services Managers to assure that delivery of services to children and families is carried out in a comprehensive, integrated, and coordinated manner;
  • Represent ATCAA Early Childhood Services to the community, attending meetings of agencies serving the community and serving on community councils and committees;
  • Attend staff meetings and in-service training as required.

Staff and Parent Training, Development and Leadership

  • Implement best practices standards in order to ensure a quality program for families;
  • Assess staff training needs and assist with development and implementation of training plans related to service areas;
  • Provide input on staff evaluations for Family Advocates;
  • Facilitate Family Advocate Support Team meetings;
  • Work with Early Childhood Services management staff to organize and facilitate regular Family Advocate/Home Visitor meetings, including obtaining guest speakers to provide training and professional development;
  • Provide training for new Home Visitors on the use of the home-base curriculum;
  • Provide technical assistance to Lead Center Teachers, Family Advocates and Home Visitors in promoting family engagement;
  • Train staff on how to effectively facilitate goal setting in partnership with parents;
  • Join in and participate in center team and/or parent meeting focus group discussions;
  • Facilitate the provision of career development counseling to parents and encourage opportunities for career advancement;
  • In collaboration with the ECS Director and other Managers, develop and implement training plans for parents and Head Start Policy Council members.

General Duties and Responsibilities:
As a part of the ATCAA team, all employees play an essential role in ATCAA as a whole, and are expected to:

  • Report and/or correct deficiencies that constitute immediate threats to health and safety;
  • Complete other tasks as assigned by the supervisor which are consistent with the definition and intent of the job description;
  • Carry out supervisory responsibilities in accordance with ATCAA’s Personnel Policies. Responsibilities include training employees planning, assigning, and reviewing work problem solving appraising performance, both formally and informally.

Minimum Qualifications:

  • Possess a valid California driver’s license and an acceptable driving record;
  • Possess, or obtain upon employment, fingerprint clearance, negative TB test, and a health screening;
  • BA in Child Development or a related social service field or with a minimum of one-year social services related work experience;
  • A minimum of 12 units in Early Childhood Education with at least one class on infant toddler development;
  • Effective oral and written communication skills;
  • Demonstrated experience and ability to write procedures and program plans;
  • Experience or training in maintaining accurate and appropriate records and reports;
  • Ability to speak and write effectively and appropriate grammar;
  • Ability to lift 30 pounds;
  • Proficiency in computer operating systems and word processing software;
  • Data management experience;
  • Have reliable transportation.

Desired Qualifications:

  • Spanish bi-lingual;
  • Experience in training others;
  • Knowledge of local community resources.
