Job Summary

Amentum has an opportunity for a highly qualified Women, Peace and Security Planner to provide research, analysis, planning, coordination, and general programmatic support for Women, Peace, and Security (WPS) initiatives that advance U.S. Indo-Pacific Command (USINDOPACOM) priorities. This position is located at Camp H.M. Smith, Hawaii.

Background: Responding to United Nations Security Resolution (UNSCR) 1325 on Women, Peace, and Security, the U.S. Government enacted the Women, Peace, and Security Act, Public Law 115-68, recognizing that womens' contributions are critical to promoting peace, maintaining security, and preventing conflict. The WPS Act calls upon the Department of Defense (DoD) to ensure that DoD relevant personnel are trained on conflict prevention, peace processes, mitigation, resolution, and security initiatives that address the importance of participation by women; and receive training on gender considerations including training regarding international human rights law and protecting civilians from violence, exploitation, and trafficking in persons.

 

You will conduct WPS research, provide gender-based analysis and integrate this analysis into plans and operations, and develop an assessment process to evaluate the effects of the WPS program.


Essential Responsibilities:

  • Conduct research and gender-based analysis, both classified and unclassified, to support USINDOPACOM policies and plans, as well as Component Command, Sub-Unified Command, and Direct Reporting Unit implementation.
  • Develop analysis of the gender dimensions in political, social, economic, and security contexts within each USINDOPACOM country; identify and prioritize USINDOPACOM countries for WPS engagements.
  • Ensure gender-based analysis is included throughout WPS planning and programming.
  • Assist with WPS integration throughout Commands planning documents, strategy, strategic messaging, etc.
  • Develop written products such as talking points, information papers, and oral presentations for Command leadership.
  • Assist with monitoring and reporting of all USINDOPACOM WPS-related activities.
  • Coordinate with USINDOPACOM Gender Focal Points to build and promote internal capabilities and collaboration for mainstreaming gender considerations within USINDOPACOM Plans and operations.
  • Coordinate with multiple stakeholders, such as other federal agencies, civil society, academia, and foreign government and civilian partners to advance effective, whole of society WPS integration that achieves USINDOPACOM objectives.
  • Build an assessment methodology and/or tool to evaluate the degree to which the WPS program is having an effect on the target population, and the degree to which the program is progressing toward its stated goals and long term sustained outcomes.

Minimum Requirements

  • Bachelor's degree (or equivalent work experience) and 7 years of work expereince
  • At least 5 years of experience in the DoD in a related field
  • At least 3 years of experience working in the INDOPACOM AOR
  • At least 1 year of experience working Women, Peace and Security or gender specific projects
  • Experience working military plans and/or operations
  • Proficiency in MS Office Applications (Outlook, Word, PowerPoint, and Excel)
  • Due to the nature of the work, must be a U.S. citizen
  • Must have an active Secret security clearance

Preferred Qualifications

  • At least 5 years' experience conducting research, analysis and assessments
  • Graduate of Service Command and Staff College
  • Graduate of Joint PME
  • TOP SECRET security clearance with SCI eligibility
  • Knowledge of USINDOPACOM Headquarters structure, processes, plans and strategy
