Overview
Amyx is seeking to hire a Program Analyst to support HQDA Office of the CIO, Policy, Resources, and Analysis Directorate, Resources Division.
Responsibilities
Responsibilities and Daily Tasks: Provides program analysis support in the areas of
planning, programming, budget, and analytical services to ensure that critical Army
C4IT/CA requirements are resourced and integrated across Army programs.
- Provide quantitative and qualitative analytical services to the CIO in support of its mission and assist in the development of Army CIO’s C4IT/CA investment strategies and plans.
- assist in developing and reporting the Army’s assessment for the DOD Capabilities Programming Guidance (CPG).
- Coordinate with Army activities and prepare quarterly FITARA reports for submission to DOD CIO.
- assist in preparing and submitting the Army Cyber Activity (CA) and IT Budget Estimate (BES) and Presidential Budget (PB). This includes the development of the budgets, justifications and exhibits and submission of budgets in DITIP’s SNaP-IT.
- attend DOD CIO Working Groups and other forums to support IT budgeting and resourcing. Report information and recommendations to the senior leadership.
- review, report and assess DOD, OMB, and other budgetary guidance. Provide leadership with timelines, milestones for budget submission and draft guidance for release.
- assist in the development of briefings and reports to OSD, OMB and Congress supporting oversight and certification of the C4IT capabilities and funding.
- provide Army wide APMS support, Assist Army “users” with questions, problems, and issues regarding IT registration within APMS. Provide APMS training for the users and supervisors of APMS.
- provide periodic APMS reports to the CIO, G-6, G-8 and other leaders and their staff.
- assist management and updating of the IT Budget and IT and CA Communities of Interest.

Qualifications
Required Skills and Qualifications:
- Current DOD Secret clearance
- Bachelor’s Degree or 10 years’ experience in DoD IT Policy, financial management.
- Working knowledge and hands on experience developing and/or managing actions associated with DOD Planning, Programming and Budget Execution (PPBE) processes specifically planning, programming and development of budget submissions.
- Expert Excel skills and utilization for financial data analysis and mapping of requirements to IT capabilities.
- Experience utilizing Cloud Program Optimization and Budget Evaluation (cPROBE), OSD SNaP-IT and DoD IT Investment Portal (DITIP).
Desired Skills and Qualifications:
- Five years of experience as a staff officer or civilian in a DOD, Joint Staff, Unified Command Staff, Service Staff headquarters. Experience in J-8, G-8, or other resource management staff office is a plus.
- Expertise in the areas of Army Staff operations, Program Objective Memorandum cycle; APMS, Army and OSD Planning, Programming, Budget, and Execution (PPBE) related databases
