This position is responsible for the administration of the Goodyear Foreign Trade Zone in compliance with federal regulations.

The FTZ Administrator will be the on-site lead for scheduled and unscheduled US CBP inspections of the Goodyear zone operation. Internally, the FTZ administration interacts with overseas suppliers, inbound supply chain, Goodyear manufacturing, Goodyear Logistics and Andersen IT to ensure compliant execution of FTZ activities. Externally this position coordinates with US Customs and Border Protection, FTZ consultants and FTZ software providers on FTZ operations. In addition to FTZ projects within Goodyear, this position will execute daily, weekly, monthly, quarterly and annual activities for the FTZ. The position will understand the complete physical flow of foreign status items into and out of the Zone, understand the electronic transactions in the FTZ Inventory Control and Record Keeping System (ICRS), and be able to track items’ inventory count and current location via ICRS and LN reporting. The FTZ administrator will troubleshoot and resolve any Zone inventory issues.

PRIMARY RESPONSIBILITIES

1. Performance Management and Reporting: Run the Goodyear FTZ daily in the Inventory Control and Record Keeping System. Ensure inventory balance between Goodyears LN ERP and the Zone ICRS QuestaWeb. Executes daily inventory balance reporting to ensure compliant operation and addresses any inventory balance concerns. Compliantly admits foreign status item into the zone, as well as enter items into US commerce when they leave the zone.
2. Project Management & Analysis: The FTZ Administrator will lead projects expanding zone operations to other product lines within Goodyear, as well as future projects to be determined.
3. Process Development: Develop, document, and implement policies, operational procedures and best practices by researching and challenging needs/expectations for executing FTZ compliance. Partner with FTZ consultants and internal stakeholders to ensure complete and accurate processes for all aspects of zone operations (building security, container receipt/seal log, driver log, building visitor log, compliance with employee and visitor badging, non-confirming material disposal, test unit disposal/entry, payment quarterly Harbor Maintenance Fees to CBP, weekly zone entry estimate, weekly zone duty payments, etc.)
4. Consultant: Partner with Sales & Marketing, Procurement, Distribution, Suppliers/ Partners and other peripheral groups to define current business processes and execute corporate compliance initiatives to improve supply chain efficiencies impacting service, cost, delivery and /or safety. Represent team internally and externally (networking). Keep abreast of changes (by attending seminars and reading materials), developments and trends relating to transportation industry, FTZ, and import/export programs and policies.
5. Communication: Manage the updating and distribution of the FTZ compliance and procedural manual(s) and collect signed acknowledgements. Review and respond to any special requests from US CBP in timely and factual manner. Develop, track and publish action plans for addressing improvements in the process. Communicate compliance gaps and ad hoc custom agency audit requests to management.
6. Security and Auditing: Works closely with internal departments and business partners on projects and daily operational issues. Responsible for maintaining complete and current copies of the required FTZ/CBP regulations. Partner with Goodyear Quality, Corporate Audit, Corporate Legal and Corporate Risk in conducting periodic reviews and audits to assess FTZ compliance.
7. Training: The FTZ Administrator will be an FTZ operation subject matter expert and conduct periodic training for various Goodyear teams that interact with or conduct FTZ activities with the Zone to ensure compliance to Zone security, materials movement, and documentation standards.

Systems/Tools/Technologies/Processes

  • Superior understanding of transaction processing and business system integrations with respect to customer management, ordering, fulfillment, and invoicing and how transactions impact end user reporting
  • Partner with IT to design and test data access layers (universes) and data marts that enable multidimensional reporting and analysis
  • Expert end-user with business intelligence tools with regards to data, universe, query, and report generation
  • Develop, refine and articulate business practices and policies verbally and in written documentation
  • Desired competencies: LN, Baan, Microsoft Office Suite, Business Objects, Power BI

Job Type: Full-time

Pay: $43,627.08 - $80,000.00 per year
