Position Description
This is advanced level professional analytical and administrative work in the Legislative Branch of Anne Arundel County to include duties in functional areas of Budget Analysis; Legislation Review; and Legislation/Committee Staffing. This analytical and administrative work involves a variety of research duties to include coordinating, reviewing, and analyzing legislative information; evaluating operating and capital budgets of County agencies; and, preparing fiscal estimates of proposed legislation.
NATURE AND VARIETY OF WORK
An employee in this classification is responsible for the assembly of data from several sources, determination of the interrelationships, and evaluation of legislative impact. Work involves evaluating operating and capital budgets of County agencies, including use of revenue, spending, and performance data to assess efficiency and effectiveness of County programs; analyzing the fiscal, economic, and legal effects of legislation and regulations; preparing fiscal estimates of proposed legislation; assisting with drafting bills and amendments, researching, analyzing, and revising legislation and statutory law; and, analyzing proposed regulations. Guidelines are in the form of established policies and precedents for conducting legislative analysis and budget review. Completed work is evaluated for technical soundness, appropriateness of methods and procedures used, and conformity to established legislative policies and requirements. This position requires a high degree of accuracy and attention to detail for drafting technical or legal documents and extensive problem solving and critical thinking skills. An employee in this classification presents information to Councilmembers, the Administration and other applicable groups in formal and informal settings.
Examples of Duties and Knowledge, Skills and Abilities

Evaluates operating and capital budgets of County agencies.
Evaluates use of revenue, spending, and performance data for efficiency and effectiveness of County programs.
Conducts policy research and reviews legislative drafts for accuracy of information and conformity.
Analyzes the fiscal, economic, and legal effects of legislation and regulations.
Prepares fiscal estimates of proposed legislation.
Collects data and identifies information sources and issues.
Assists with special projects and drafting bills and amendments.
Researches, analyzes, and revises legislation and statutory law.
Analyzes proposed regulations and responds to legislative requests.
Maintains effective working relationships with officials and staff of Legislative and Executive branches.
Presents information to Councilmembers, the Administration, and other groups in formal and informal settings.
Performs related duties as required.
KNOWLEDGE, ABILITIES, AND SKILLS
Thorough knowledge of laws, regulations, policies, procedures, and practices of local government administration.
Thorough knowledge of research and data gathering techniques, methods and procedures for legislative budget and operating practices.
Knowledge of general principles, methods, and practices of budgeting and public finance and accounting for collecting, analyzing, and evaluating data.
Knowledge of and skill in applying the use of data analytical tools.
Ability to conduct legislative research, analyze and interpret legislative laws, regulations, policies, and procedures.
Ability to communicate effectively both orally and in writing.
Minimum Qualifications
Graduation from an accredited four-year college or university with major course work in political science, public or business administration, public policy or a related subject; two (2) or more years of experience in professional level programming for a subject area relevant to local government administration; two (2) or more years of experience working with a legislative body or committee; or a combination of education and experience.

Preference will be given to applicants who possess the following:
1. Experience evaluating compliance with applicable laws, regulations, and organizational policies and procedures
2. Experience researching and analyzing laws, regulations, policies, procedures, and practices of local government administration
3. Strong analytical and critical thinking skills
4. Experience evaluating operating and capital budgets of County agencies
5. Experience analyzing the fiscal, economic, and legal effects of legislation and regulations
6. Experience preparing fiscal estimates of proposed legislation
7. Thorough knowledge of research and data-gathering techniques, methods and procedures for legislative budget and operating practices
8. Legislative research and/or analyzed and interpreted laws, regulations, policies, and procedures
