JOB DESCRIPTION:
This job opportunity supports the US Census Bureau’s IT Program Management Office (IT PMO) in Suitland, MD. The IT PMO provides centralized development and oversight of budget, resources, schedules, risks, and earned value for projects by selecting, prioritizing, evaluating, and monitoring them. This promotes a culture of project management that will reduce project costs, reduce project risks, better estimate staffing needs, better estimate project costs and resource needs, and improve project quality.
The Candidate shall provide project management support on behalf of the IT PMO. All projects shall be in compliance with IT PMO, Enterprise Systems Development Lifecycle (eSDLC), and USCB Program Life Cycle policies. Project management responsibilities for all assigned projects include, but are not limited to:
- Ensuring the delivery of all requisite programmatic documentation in accordance with eSDLC tailoring guidance and project schedule, while ensuring project teams adhere to Program Life Cycle and/or eSDLC tailoring guidance.
- Ensuring project teams adhere to IT PMO, eSDLC, and other USCB policies.
- Developing and maintaining eSDLC documentation including Initial Business Proposals, Detailed Business Proposals, Project Charters, Project Management Plans, Lessons Learned and project close out reports for all assigned projects.
- Building a resource loaded project schedule in the current IT PMO scheduling environment (e.g. Enterprise Project Server 2013) and obtaining baseline approval within the current IT PMO timeline (e.g. 30 business days) for project charter approval of the governance board.
- Building Earned Value Management (EVM) into project schedules as required by the Portfolio Manager (PfM) or Chief of the IT PMO.

Qualifications:
Ability to obtain a Public Trust Security Clearance
Bachelor’s Degree
3 years Project Management leadership experience on large-scale Federal IT projects with hands-on experience with project management office processes and procedures
Demonstrated expertise with project management scheduling tools such as MS Project
Excellent written and oral communication skills
