Position Summary:Under the supervision of the Corporate Quality Manager and Site Manager, the Quality Control Manager oversees a comprehensive quality control program for a distribution center that provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. This position supports the DLA Distribution mission to provide an integrated pipeline that sustains our Armed Forces around the world and provides the best value, competitive distribution services to the warfighter around the world, around the clock.

Primary Responsibilities / Essential Functions:

- Administers a Quality Control Plan which provides the policies and procedures required to ensure contract compliance; process adherence; customer satisfaction; and audit readiness;

- Oversee and manage Internal Audit Specialists in an effort to conduct QC checks, surveillances, audits, and performance metrics;

- Perform root cause analysis that identifies the reasons for performance problems or deficiencies;

- Develop corrective action plans;

- Ensure consistent operations in meeting contractual performance objectives and specifications, laws, regulations, sound technical criteria, good business practices, schedules, budgets, and the government’s Financial Improvement and Audit Readiness Plan;

- Manage a document resource and master schedule for quality procedures and processes; 

- Promote delivery of a preventive-based quality management system; 

- Direct Quality Evaluations to verify and ensure the effectiveness of the corrective action plans; 

- Ensure compliance with established Government guidelines and regulations, including DLA and other Government agency Standard Operating Procedures (SOPs) for distribution services;

- Use Distribution Standards System (DSS) and other Government data systems to perform quality control requirements;

- Use QC checklists and other tools for ensuring contract compliance and audit readiness.


Requirements

Minimum Experience:

- At least three (3) years quality control management experience in distribution and warehouse operations to include the use of DSS or an equivalent automated warehouse management system within the past five (5) years;

- Working knowledge and experience with ISO 9001:2015; 

- Proven quality control experience with emphasis on QC program planning, QC program evaluation; development of QC procedures; and analyzing data;

- Knowledge and experience with DLA Distribution Standard Operating Procedures and Audit Readiness.

- Excellent verbal and written skills;

- Expert working knowledge of Microsoft Office Suite of products and ability to utilize quality control systems and applications;

- Bachelor’s Degree or Associate degree in Business Administration, Management, or similar disciplines or seven (7) years managerial/supervisory experience;

- Must have ability to obtain and retain a NACI clearance in order to receive a Government-issued common access card (CAC) for work at the DLA Distribution Center, Richmond. 


Salary and benefits

- Negotiable; commensurate with experience and qualifications.

- Federal holidays and exempt employee paid time off.

- Monday - Friday, daytime work hour schedule; may include some Saturdays with comparable weekday off.
