The Capital Area Division (CAD) of Applied Research Associates, Inc. (ARA) has an outstanding opportunity for an accomplished Budget Financial Manager to support the Office of the Secretary of Defense in the Washington, D.C. area. This is a unique opportunity to join the ARA team as a part of a new initiative under the Office of the Undersecretary of Defense for Research and Engineering’s Mission Capabilities Directorate. The Financial Manager will support leading analyses of large programs and projects and support services such as planning, programming, budgeting, executing (PPBE), creating, tracking, and reporting data.
This position requires a candidate with experience performing a variety of financial analysis, tracking, and administrative functions including:
- Support across the Planning, Programming, Budgeting, & Execution (PPBE) process
- Preparation and execution of finance and budget materials, including in-year and out-year budgeting and forecasting
- Have knowledge of and experience with Military Interdepartmental Purchase Requests (MIPRs), Inter-Agency Agreements (IAAs), Core Financials (CF), Research and Development Descriptive Summaries (R-2s) and other funding actions
- Development of responses and inputs to budget and financial related taskers include Triannual Review, OMB Cross Cut, NSF Federal Funds Survey, Spend Plan development, etc.
- Monitoring of program budget execution including unliquidated obligations and expenditures
- Identification of financial discrepancies and coordinate corrective actions
- Strong written and verbal communications skills
- Excellent time management skills
Required Qualifications:
- Bachelor’s degree in finance or related discipline
- 5 years of relevant experience in business administration, finance, accounting, or a related discipline (required); 3 years of which include DoD experience, of specialized experience in budget formation, planning, programming, budgeting, and execution (PPBE) for the US Government.
- Experience budgeting and tracking funding for R&E initiatives for the Department of Defense
- Must be a US Citizen
- Active DoD TOP SECRET with SCI eligibility
- Experience developing, refining, executing funding via MIPRs, PRs, Interagency Agreements
- Experience with PPBE and tracking data
- Knowledge of DoD financial systems and databases, e.g., Defense Agency Initiative (DAI), Hyperion, G-invoicing, OMB Max Collect, to obtain data to generate financial reports as needed
- Expertise with MS Excel focused on budgeting and planning capabilities
Desired Qualifications:
- Master’s degree or higher
- DoD Financial Management Certification
- Skills and experience presenting budgeting and programming data to DoD leadership.
- Experience leading and/or assisting in the preparation of program plans as well as monthly and quarterly review documentation
This position is contingent upon award of a contract expected in September/October 2024 supporting the Department of Defense.
