SUMMARY
The Human Resources Assistant is responsible for performing Human Resources duties on a professional level and works with the HR and Recruiting Team in supporting their needs. In addition, this person will assist in the day-to-day operations, functions and duties in the Human Resources Department. The Human Resources Assistant carries out responsibilities in some or all of the following areas: departmental development, employee relations, recruiting and onboarding, benefit administration, performance management, HRIS administration and management and employee engagement.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Acts as first point of contact for employee relations issues and performance improvement discussions and participates in matters involving discipline, suspension and/or termination of employees.
- Control the internal process of performance evaluations by running reports s and reporting on delinquencies
- Assists with Worker’ Compensation, Unemployment Compensation, FMLA, EEO, ACA, ADA and Leave of Absence Management programs.
- Conduct project based work
- Format and maintain all job descriptions within the HRIS system.
- Audit and maintain I-9 for compliance
- Support the Human Resources department with the development and maintenance of the personnel policies, procedures and requirements.
- Meets regularly with HR team to discuss hiring needs and assist in the decision making
- Builds applicant sources by researching and contacting community services, colleges, employment agencies, media, and internet sites.
- Attracts applicants by placing job advertisements in newspapers, job sites, university and college boards, and other internet sources
- Determines applicant requirements by matching job description and job qualifications.
- Screen applicants based on minimum requirements
- Participates in HR staff and program meetings when needed
- Records all applicant, screening, contact, interview, and hire/rejection information
- Assists the HR Recruiting Team by updating open position report and maintaining requisitions and candidate profiles
- Comply with all applicable federal, state, local laws and regulations, policies and procedures and reports any concerns about compliance practices.
- Tracks new hire paperwork and electronically files as needed.
- Maintain personnel records for all employees, assuring presence of documents required for compliance with applicable regulations and laws, as well as agency policies. Maintain confidentiality of employee records.
- Establish and maintain relationships with external sources including universities, technical schools and local high schools
- Monitor 30 day surveys and exit interviews to review employee satisfaction
- Assist the Human Resources department with the development and maintenance of procedures and requirements.
SUPERVISORY RESPONSIBILITIES
This job has no supervisory responsibilities.

EDUCATION and/or experience
Bachelor’s degree from a four-year college or university in Human Resources or related field, or an Associate’s degree in Human Resources or related field and two years of experience in Human Resources, or an equivalent combination of education and experience. Experience working within organizations licensed by PA State DHS Regulations is preferred.

WORK ENVIORNMENT
The employee works in an office environment. This position may require travel to designated regional areas on an occasional basis. This job description identifies the major responsibilities of this position, it does not include all potential duties that may be assigned or needed for the efficient operation of the Human Resources Department.
