What are the responsibilities and job description for the Chief of Staff (Direct Hire) position at Architect of the Capitol?
The Chief of Staff serves as the principal advisor to the Architect regarding strategic operations and administrative functions.
Architect of the Capitol (AOC) executives serve at the pleasure of the Architect.

Applicants must clearly show possession and demonstrated leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent for each Executive Core Qualification (ECQ) and Professional Technical Qualification (PTQ). Failure to address and meet any of the ECQs and PTQs via the vacancy questionnaire, will eliminate you from further consideration. Applicants currently serving in a Senior-Rated (SR) appointment (other than a temporary promotion), career Senior Executive Service (SES) appointment, eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and have been certified by the Office of Personnel Management do not need to address the ECQs and must address each PTQ.

PTQ 1 – Demonstrated experience planning and developing innovative solutions in a variety of functional areas including human capital management, information technology, office services, policies and special programs, supplies and services, learning and development, and heritage assets.
PTQ 2 – Demonstrated experience overseeing the development, implementation, operation and maintenance of database platforms and enterprise-wide Business Intelligence analytics tools, websites, portals and repositories in coordination and cooperation with enterprise technical and functional partners.
Responsibilities:
The Chief of Staff:
- Has supervisory responsibility and authority for a broad range of operational programs and functions including human resources, policy formulation and implementation, business process improvements, correspondence management, studies and special projects.

Ensures program integrity by ensuring project data and consistency in reports; achieving program goals and scheduled completion dates; and improving risk management.

Leads by example; looks for innovative opportunities; ensures commitment to customer expectations; establishes consistent standards, expectations, and policies; and demonstrates genuine concern for and interest in the professional development of AOC employees.

Exhibits innovative and strategic planner who applies business acumen and communicates effectively, both orally and in writing.
- Provides expert, research and analysis to formulate confidential guidance to the Architect related to policies, priorities, practices and procedures to ensure smooth and efficient operation of overall agency operations.
- Participates in the agency’s planning and budgeting process and assists in assessing performance improvement initiatives.
- Coordinates and resolves assigned problematic issues for the agency, and develops strategies to further advance the mission, vision, strategic goals and initiatives of the agency.
- Participates at hearings, conferences and executive-level meetings with officials from other federal and state agencies, Members of Congress and their staff, and private industry representatives.
- Plans, directs and executes liaison operations for critical agencywide programs, and advises and recommends innovative approaches for avoiding and resolving problems, and for reducing conflicts.
Salary : $141,022 - $212,100
