This position is located in the Architect of the Capitol, Office of the Chief Engineer, Construction Division, Construction Branch. Serves as Night Shift Assistant Supervisor over Painters and Decorative Plasterers. The employee has responsibility to assign subordinates to any job consistent with the overall plans prepared by higher level management. Additionally, the employee performs painter and decorative plasterer tasks when necessary.

The Assistant Supervisor has delegated authority to assign subordinates to any job consistent with the overall plans prepared by higher level management and is a working supervisor performing painter and decorative plasterer tasks.
Leadership and Management Responsibilities
Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational unit’s budget and workload, Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances as delegated by higher level supervisors. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Supervises employees directly or through lower-level appointed leaders. Outlines the order, importance, and time for the accomplishment of specific operations within the boundaries of work timetables.
Plans usage of subordinate employees’ materials, equipment, and facilities on a recurring basis. Establishes goals, priorities, and work arrangements. Plans work assignments centered on general work schedules, procedures, and guidelines set by higher level supervisors. Organizes work with other work functions. Examines work-related issues such as unnecessary costs or low production, determines causes, and implements counteractive measures; and advises on appropriate solutions.
Decides training requirements for workers and facilitates its accomplishment. Sets performance criteria, and makes formal assessments of subordinate’s work. Initiates actions for advancement or reassignment of employees in the work unit.
Based on duties assigned, employee may require knowledge of hazardous and/or non-hazardous waste management requirements to ensure compliance with environmental regulations in performance of duties.
Project Assignments
Performs complex coating work using any of the accepted methods of the trade such as graining, shadowing and shading colors. Matches and mixes colors by eye or with a tinting machine to match historical and faded colors. Ensures that surfaces have a smooth texture and decorative appearance and meet thickness, tone and density requirements for the assigned project.
Applies decorative painting techniques to historical ornate designs. Refinishes and or finishes walnut and mahogany doors, metal doors and cabinets to match historical natural wood finishes within the Capitol Complex.
Applies paint, stain, varnish, enamel, and other finishes to equipment, decorative walls and doors and/or other structures using brushes, spray guns or rollers. Polishes final coats to specified finishes.
Prepares interior and exterior metal, wood and masonry surfaces. Removes old finishes using chemicals, scraping, and sandpapering. May plaster or spackle small holes and cracks. Mixes and prepares paints, stains and other products. Fills cracks, holes, and joints with caulk, putty, plaster or other fillers using caulking guns or putty knives
Utilizes a thorough knowledge of and complies with all OSHA safety rules and regulations to ensure that work progresses in a safe manner. Initiates or takes corrective action on unsafe conditions in managed areas. Provides or receives training, either on the job or through classroom training, to ensure that all direct reports know how to use required Personal Protective Equipment (PPE). Routinely checks to verify that subordinates are using all required PPE.
