REQUIREMENT
ARCTOS is seeking a highly experienced and strategic-minded Director of Contracts & Procurement to oversee all aspects of contract management and procurement operations within our Operations Divisions of the Company. The ideal candidate will possess exceptional leadership skills, a strong understanding of government contracting regulations, and a proven track record of building teams and successfully managing complex contracts and procurement processes. The ideal candidate will leverage their in-depth understanding of federal acquisition strategy and procedures to support our teams in efficiently capturing, implementing, executing, and expanding contracts, and setting the stage for future growth.
PRIMARY RESPONSIBILITIES
Contract Management:
- Lead the development, negotiation, and administration of all contracts, ensuring compliance with government regulations, company policies, and best practices.
- Provide guidance and oversight to contract managers and specialists throughout the contract lifecycle, including contract review, modification, and closeout.
- Develop and implement strategies to mitigate risks and optimize contract performance, including monitoring contract deliverables, milestones, and financial obligations.
- Serve as the primary point of contact for contract-related inquiries from clients, subcontractors, and internal stakeholders.
Procurement Operations:
- Direct the procurement process from sourcing to contract award, including vendor selection, bidding, and evaluation.
- Establish and maintain relationships with key suppliers and subcontractors, negotiating favorable terms and pricing agreements.
- Develop and implement procurement policies and procedures to streamline processes, improve efficiency, and ensure compliance with regulatory requirements.
- Oversee the review and approval of purchase requisitions, ensuring alignment with budgetary constraints and project requirements.
Compliance and Risk Management:
- Ensure compliance with all relevant laws, regulations, and contractual obligations, including FAR, DFARS, and other federal acquisition regulations.
- Conduct regular audits and reviews to assess compliance with contractual and procurement policies, identifying areas for improvement and implementing corrective actions as necessary.
- Assess and mitigate risks associated with contract performance, procurement activities, and vendor relationships, proactively identifying potential issues and developing contingency plans.
- Ensure approved purchasing and property systems are maintained and compliant with government regulations.
- Maintain meticulous records, contracts, and documentation related to contracts and compliance efforts.
Leadership and Team Development:
- Provide strategic leadership and direction to the contracts & procurement team, fostering a culture of collaboration, accountability, and continuous improvement.
- Mentor and develop team members, providing guidance, feedback, and professional development opportunities to support their growth and success.
- Collaborate with cross-functional teams, including ARCTOS’ executive team, Program Directors, outside legal, accounting, and business & people operations, to achieve organizational goals and objectives.
KNOWLEDGE AND SKILLS
- Minimum of 12 years of progressive experience in government contracting, with at least 5 years in a senior leadership role.
- Thorough understanding of federal acquisition regulations (FAR/DFARS) and experience working with various contract types such as CPFF, FFP, T&M, IDIQ, and BPAs.
- Proven track record of successfully managing complex contracts, procurement, and subcontracting management operations, including negotiation, risk management, and compliance.
- Demonstrated commercial and government contracting experience with an understanding of both commercial the government procurement processes, including contract negotiation and data rights.
- Strong leadership and communication skills, with the ability to influence and collaborate effectively across all levels of the organization.
- Excellent analytical and problem-solving abilities, with a keen attention to detail and accuracy.
EDUCATIONAL, CLEARANCE AND CERTIFICATION
- Required: bachelor’s degree in business administration, Contract Management, Procurement, or related field; advanced degree preferred.
- Preferred: Advanced Degree(s); Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM) designation; Experience working with AFRL/DOD, GSA, USSC, FAA.
- Required: Possess, or be able to obtain, a Secret security clearance or higher.
- Required: US Citizenship

PHYSICAL/WORKING ENVIRONMENT
- Primary work environment is a standard office setting.
TRAVEL
- Travel to Dayton OH (if located outside) is anticipated and will be performed under the guidelines of Federal Travel Regulations and/or Joint Travel Regulations.
