Summary
The Procurement Specialist II manages and executes operational procurement activities in support of the buying requirements of category or Business Unit. Identifies procurement efficiencies and executes supply chain category strategies, targets and schedules in order to achieve goals and objectives for cost management, inventory management, supplier management including supplier diversity and process improvement. Manages Business Unit partnerships to deliver excellent customer service. Analyzes costs, negotiates legal contracts and identifies strategies and solutions to help Business Unit partners to better manage costs with supplier engagements and vendor services. Executes Procure-to-Pay (P2P) process in an efficient and cost-effective manner while supporting continuous process improvement and customer satisfaction.
IT Procurement experience and/or Nuclear experience is preferred.
Minimum Requirements
A four-year Bachelor's degree in Business, Supply Chain or other job-related discipline from an accredited college or university plus three (3) years of procurement experience in materials or services positions. In lieu of bachelor's degree, seven (7) years of procurement experience in materials or services positions required.
Preferred Special Skills, Knowledge or Qualifications: Exposure to strategic supply chain management. Experience using Material Requirements Planning (MRP) systems. Exceptional analytical, verbal and written communication, negotiation and interpersonal skills. Proficiency in using analytical software tools such as Microsoft Excel and Access.
Nuclear requirement: Any PVGS employee may be called upon to serve as a member of the Emergency Response Organization (ERO) and will be expected to fulfill their obligation as an ERO member. Any PVGS employee may be called upon to support a refueling or short-notice outage. This includes line roles and responsibilities as necessary to execute outage activities. These are conditions of employment at PVGS.
Major Accountabilities
- Manages and executes operational procurement activities in support of the buying requirements of a Business Unit.
- Adheres to strategic supply chain strategies, targets and schedules so as to achieve goals and objectives for cost management, supplier performance management including supplier diversity and process improvement.
- Manages Business Unit partnerships to deliver excellent customer service.
- Executes Procurement processes and procedures in an efficient and cost effective manner while supporting continuous process improvement and customer satisfaction.
- Identifies procurement efficiencies and executes supply chain strategies (leading RFPs and bid events), supplier targets and schedules so as to achieve goals and objectives for cost management, supplier performance management including supplier diversity and process improvement.
- Analyzes costs, negotiates legal contracts, and identifies strategies and solutions to help Business Unit partners better manage costs with supplier engagements and vendor services.

Flex Role:
This position is not required to be performed at a specific APS facility as long as adequate technology and a solid ergonomic set up are present. Pending agreement with leadership, employees hired into this role will be able to choose where they prefer to perform their work. Employees will have two options to choose from:
- APS office based: The employee prefers to work most of the time from an APS facility.
- Home based: The employee prefers to work most of the time from his/her home.
- Employees in Flex roles are required to reside in Arizona (or NM for Four Corners-based employees). Role types are subject to change based on business need.
