The ASU International Development Initiative (IDI), part of ASU’s Knowledge Enterprise, enables a whole-of-university approach to international development across multiple fields, including K- 12 and higher education, sustainability, public health, economic growth, gender equality, and promoting democracy and the rule of law. This work builds on many years of systematic efforts to grow ASU’s capacity for global development, including implementation of over $200 million in international development awards.

Under administrative direction of the Assistant Director of Operations, the Project Manager, Finance is a key member of the IDI Team that provides management and support to financial operations for IDI, including strategic planning, coordinating complex projects and implementation, overseeing operations/administration and overall management of IDI’s budget and financial system.

The Project Manager, Finance will be responsible for overseeing IDI financials, procurement, and account management, ensuring compliance Arizona State University (ASU) regulations, and optimizing financial operations, efficiencies, and coordination across the University ecosystem. By leveraging their expertise in financial management, procurement, and account management, the Project Manager, Finance will support IDI team in meeting compliance requirements, optimizing financial performance, and contributing to the success of ASU's international development initiatives.

Essential Duties

Financial Management:
  • Monitor and review project budgets, financial reports, and expenses to ensure compliance with USAID regulations and internal policies.
  • Collaborate with project teams to develop and maintain financial controls, processes, and systems.
  • Provide guidance and support to project teams on financial management best practices and procedures.
  • Setting up credit card accounts for project startup as needed
  • Coordinating the invoicing structure and transfer of funds from ASU to the appropriate project credit card accounts
  • Acting as the administrator for ASU’s selected credit card service (PEX) and overseeing all project-related account for the department
  • Ensuring sufficient funds are available on each of the project staff’s PEX cards. Ensuring internal staff having working procurement cards.
  • Assisting new team member through the application process of receiving procurement cards and travel cards.
  • Assisting external staff with PEX card processes.
  • Conduct financial analysis and forecasting to identify potential risks and opportunities for improved financial performance of IDI.
  • Manage the International Development Initiative’s Enterprise Research Administration System (ERA) site.
  • Manage subscriptions and renewals for necessary services or resources.
  • Oversee and coordinate the purchase of meals and catering services.

Procurement and Contract Management:
  • Coordinate and oversee procurement activities related to USAID awards, ensuring compliance with USAID regulations and ASU procurement policies.
  • Work closely with project teams to develop procurement plans, evaluate vendor proposals, and negotiate contracts.
  • Procurement of various items and supplies for the IDI department.
  • Procurement card reconciliations to ensure accurate financial records.
  • Check and monitor balances on all department purchasing cards and requesting limit increases when needed for purchasing cards.
  • Manage vendor relationships, monitor contract deliverables, and ensure timely and accurate payments.

Account Management and Reporting:
  • Maintain financial accounts for IDI, including monitoring and reconciling account balances.
  • Manage all cost center codes and grant work tags to ensure proper routing of funds to the appropriate accounts.
  • Prepare accurate and timely financial reports for IDI.
  • Assist in the preparation of financial statements, budget modifications, and audit support documentation.
  • Ensure compliance with financial reporting deadlines and submission requirements and p-card verification requirements.

Staff and Consultant duties:
  • Manage personnel contract and related documentation.
  • Facilitate the submission and follow-up of consultant invoices and reimbursements through ASU systems.

Travel Coordination and Reconciliation
  • Support travel logistics by coordinating travel for internal and external team members and stakeholders through the University’s Concur travel system ensuring the adherence to ASU’s travel policies which includes booking travel and completing expense reports at the conclusion of trips.
  • Organize travel plans for IDI guests visiting ASU and when internal team members are traveling internationally and domestically.
  • Complete travel expense reports and reimbursements for internal and external stakeholders through the university’s financial system.
  • Coordinating transportation needs for the department.

General:
  • Coordination of logistics for national and international events, including business intelligence gathering trips and symposiums, to support IDI’s goals and objectives.
  • Working with the Assistant Director of Operations to coordinate and implement departmental events such as holiday

Minimum Qualifications

Bachelor's degree and 5 years related experience; 1 of which are in project management, or any equivalent combination of experience and /or education from which comparable knowledge, skills and abilities have been achieved.

Desired Qualifications

  • Evidence of a Bachelor’s degree in finance, Accounting, or a related field.
  • Experience in financial management, procurement, and account management, preferably with large-tier USAID awards or similar government-funded projects. (3 years)
  • Experience in financial analysis, budgeting, forecasting, and financial reporting.
  • Experience with financial systems and software (e.g., Workday, Peoplesoft, QuickBooks, project management tools, Excel).
  • Evidence of effective analytical and problem-solving skills, with the ability to think strategically and provide innovative financial solutions.
  • Experience in work that requires attention to detail and accuracy in financial management and reporting.
  • Evidence of effective communication and interpersonal skills, with the ability to collaborate with diverse stakeholders.
