What are the responsibilities and job description for the BUDGET AND FINANCE SPECIALIST position at Arlington County?
The Department of Human Services (DHS) is hiring a Budget and Finance Specialist for its Financial Management Bureau (FMB) Financial Operations Team which provides budget, client billing, grant reporting and other financial support to DHS’ programs and staff. The Specialist will assist with the financial reporting for federal, state, and locally-funded programs, coordinate the interface processes for several ancillary systems with the County's Oracle-based enterprise resource planning (ERP) financial system, develop reports, monitor accounting practices, manage budget transactions, disburse funds, record revenues, manage accounts receivable and payable transactions, submit reimbursement requests, prepare financial statements, and assists in conducting financial audits.
DHS provides services for older adults and persons with disabilities, child and family services, physical and behavioral healthcare programs as well as employment, housing, and public assistance. The population served is an ethnically and culturally diverse community.
Primary duties include:
- Reconciling accounting records and financial transactions to ensure program and financial compliance;
- Preparing journal entries, researching, analyzing, and reporting financial issues to post revenues and expenditures;
- Researching, addressing financial processing, and reporting problems related to inter-departmental processes;
- Performing data analyses to ensure accuracy of general ledger accounts;
- Monitoring the application of state and county funds for DHS programs to ensure maximum reimbursement;
- Serving as liaison to federal, state, and local grant and funding agencies;
- Managing grants awarded by external agencies to ensure grant terms are followed by establishing internal policies and procedures;
- Analyzing and monitoring interface processes and data between various systems for federal, state, and local reporting;
- Developing training materials and training staff to ensure compliance of accounting and financial reporting policies and procedures, including coordinating with DHS staff to implement policy and procedural changes; and
- Responding to inquiries, problems, or complaints regarding policies or procedures.

Minimums:
- Bachelor's degree in accounting, public administration, business administration, or a related field; and
- Some experience in budget, accounting, procurement and/or auditing related work.
Desirables: Preference may be given to candidates with experience in one or more of the following:
- Working in a matrix management environment with individuals at multiple levels in a diverse human service organization;
- Extensive knowledge of grants management;
- Accounting experience in a large, complex human service agency; and/or
- Advanced proficiency with Microsoft Excel.

The selected candidate is required to complete a State of Virginia Central Registry.
Work Hours: Monday - Friday, 8:00 am to 5:00 pm with potential for a flexible schedule, and teleworking for four days a week, but subject to change at any time and based upon business needs.
