Arlo is in search of a Cybersecurity SME to deliver consistent, responsive, and technical Cyberspace Oversight Support for the Office of the Principal Cyber Advisor (PCA). Job Responsibilities and/or Success Factors
- Support the PCA Director for Cyber Operations and Intelligence with expert knowledge of cyber operations authorities, policies, and processes.
- Lead studies and assessments to identify gaps in the Department’s cyber operations posture and recommend mitigations.
- Foster partnerships with stakeholders across the Department to develop and implement action plans.
- Track progress of implementation of the DoD's cyberspace operations initiatives and manage competing priorities/tasks across the department, including within PCA, and sets goals, objectives, and priorities.
- Assist with the development of policies, guidance, and strategic approaches relating to cyberspace intelligence.
- Assist the office of the PCA on a range of complex issues relating to the implementation of cyberspace intelligence policies, plans practices and procedures governing the Defense Intelligence Enterprise (DIE) support to cyberspace operations, production of foundational intelligence and collection in and through cyberspace.
- Provide technical and analytical support for policy enhancements to support defense of DoD critical infrastructure and control system / operational technology networks, devices and information.
- Support policy and activities to meet the goals of refining, integrating, and synchronizing aspects of DoD security, protection, and risk-management programs that directly relate to mission execution as described in the DoD Mission Assurance Strategy (MAS) and Mission Assurance Implementation Framework. Ensure integration of MA- related responsibilities assigned in the DoD Cyber Strategy.
- Assisting with efforts on cybersecurity assessment, detailed technical recommendations and coordination of remediation and mitigation strategies.
- Preparing reports and conducting briefings for senior leadership related to both routine and high-profile vulnerability disclosures and analysis.
- Review vulnerabilities' data from multiple sources (i.e. external / internal penetration testing, internal / external vulnerability scanning, etc.) across multiple technologies to determine remediation path and schedule.
- Provide analytical support for the development of best practices and policies to better enable program offices to implement cyber risk management to protect and defend critical weapon systems, command and control systems, and Defense Critical Infrastructure
Education and Minimum Qualifications
- Must have a current and active Top-Secret security clearance with SCI eligibility.
- Bachelor’s degree or Professional engineering degree from an accredited university.
- Minimum 5 years of combined Joint, Interagency, OSD, or Service Headquarters experience performing work related to task area.
- Minimum 5 years of experience using communication skills, both written and oral, to include preparation of written products for senior leader (general officer/flag officer/senior executive service level).
- Minimum 5 year of experience managing cyber manpower initiatives; coordinating programming and budget issues; preparing manpower and workforce products (i.e., executive briefs, decision papers, information papers, talking points, analysis, etc.); and representing senior leadership in cyber operations.
- Solid understanding of IdAM / ICAM Services (e.g. Authentication, Authorization, Identity, and Data Protection through Digital Policy).
- Knowledge of IdAM / ICAM Services (e.g. Authentication, Authorization, Identity, and Data Protection through Digital Policy) and ICAM concepts and technologies (e.g. PKI, Single Sign-On, SAML, OpenID Connect, OAuth, XACML, FIDO2, WS-Trust, etc.)
- Understanding of End Point Security
- Business continuity, disaster recovery and zero trust principles experience and exposure.
- Quality or Mission Assurance experience working all phases of a product life cycle.
- Knowledge of weapon system testing principles, directives, methodologies, and approaches used in developing, managing, and conducting various testing events
- Competency with Joint Cyberspace Warfighting Architecture (JCWA)
Desired Qualifications
- Master’s degree in a related field from an accredited university/college.
- CISSP certification
- Experience working with DoD CIO, CS Directorate
- DAU REQ or ACQ series
