POSITION SUMMARY:
Site Safety and Health Officer (SSHO) who is directly
responsible to develop, implement and oversee site safety requirements. Primarily assigned to US Army Corp of Engineer
(USACE) project directly involved in the Facility Reduction Program (FRP). Establish and maintain contact with Project
Manager, Corporate ES&H Manager, and regulatory agencies, as required to
fulfill health and safety commitments on assigned projects. Anticipate
potential safety-related problem areas and evaluate and recommend solution or
corrective actions. This is a project assignment, requiring fulltime site
involvement and presence.
Minimum
Qualifications:
EDUCATION/TRAINING:
College
degree in science, engineering, health & safety or related discipline
(preferred) and demonstrated field experience in applied occupational health
and safety with emphasis on industrial hygiene (IH) cross-training. Current 40-hour HAZWOPER and/or 8-hour
HAZWOPER Refresher training; 30-hour OSHA Construction Safety training. Valid
certification in First Aid and CPR.
KNOWLEDGE AND EXPERIENCE:
- Minimum
of 10 years of experience directly related to ES&H.
- Broad knowledge of
applicable government health and safety regulations and standards
including EM 385-1-1 and OSHA.
- Demonstrated knowledge involving Industrial
Hygiene experience, monitoring, utilizing instruments and preparing
reports and applicable documents.
- Demonstrated ability to monitor
work activities (Safety and IH), evaluate health and safety conditions,
and facilitate corrective actions.
- Experience developing Activity
Hazard Analysis (AHAs), performing Hazard Assessments and conducting
inspections and surveillance activities.
- Experience developing safety
policies and procedures with minimal errors.
- Current Contractor Quality Control
Manager (CQCM) training and certification is preferred.
- Experience with Incident Accident
Investigations and root cause analysis.
- Knowledge and experience providing
training for site personnel and subcontractors.
- Knowledge and experience working in the environmental remediation
field involving Hazardous, Toxic, and Radioactive Waste (HTRW).
- Knowledge and experience working around asbestos abatement
projects.
- Knowledge and experience working
with demolition and excavations.
SKILLS & ABILITIES:
- Ability to review,
evaluate, and develop appropriate health & safety and IH policies and
procedures.
- Ability to communicate effectively
(written and oral) with field, project management, and client
representatives is essential.
- Ability to manage
injuries and illnesses as well as accident prevention. Familiar with OSHA logs.
- Ability to use MS Office products (e.g., Word, Power
Point) for developing work documents and preparing safety materials
SPECIAL REQUIREMENTS:
- Valid
state driver’s license.
- Ability
to pass a pre-employment background check.
- Ability
to pass pre-employment HAZWOPER physical, respirator fit test and random drug screens.
- Must
be available for standby assignments and work scheduled off-hours and emergency
overtime as required.
- Must
occasionally be available for extra (OT) hours.
- Must
be able to travel as required.
CERTIFICATIONS:
Certified Safety
Professional (CSP), Certified Occupational Safety Specialist (COSS), Associate
Safety Professional (ASP) or Occupational Health Safety Technologist (OHST)
preferred.
OSHA Competent Person
preferred for; Excavation, Fall Protection, Confined Space and Rigging
PREFERRED QUALIFICATIONS:
Bachelor’s degree in science, engineering,
health & safety or related discipline.
Minimum 10 years of experience in IH and Safety.
ESSENTIAL JOB FUNCTIONS AND DUTIES:
- Assist
with and support the functional area of IH and occupational
safety for field projects.
- Establish and maintain contact with
Corporate ES&H Manager, Project Manager and regulatory agencies, as
required to fulfill health and safety commitments on assigned projects.
- Monitor, in an assigned
area, daily work practices utilized by employees and/or contractor/subcontractor
personnel.
- Confer with departmental
supervisors on safety and health matters, to ensure that work plan
procedures are in conformance with customer and governmental requirements.
- Recommend to
supervision that Notices of Non-Compliance be issued and follow-up to
ensure corrective actions, as stipulated and approved by the supervision,
are implemented.
- Conduct accident
investigations, OSHA compliance audits and project health surveys. Take
photographs and prepare reports as required.
- Communicate potential IH issues to
the Project Manager and ES&H Manager.
- Anticipate and
provide technical direction to project personnel on potential IH and
occupational safety problem areas and evaluate, recommend and implement
solutions or corrective actions.
- Research and provide training
material and assist in conducting safety, health and fire orientation and
other OSHA training.
- Provide supervision, as
required, to craft and/or project personnel as it relates to health and
safety.
- Enforce stop work authority
when safety concerns/issues arise.

procedures, and H&S plans and guidelines. Ability to write routine reports,
corrective actions. Ability to

practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists. Ability to interpret a variety of

PHYSICAL DEMANDS:
- Ability to sit and/or stand for
extended periods of time.
- Ability to walk, reach with hands
and arms, talk, and hear.
- Ability to perform repetitive
movements of the fingers, hands, wrists and arms.
- Ability to participate in
physically demanding work while wearing personnel protective equipment
including respiratory protection.
- Medically qualified to wear a
respirator, able to lift 30 lbs, and able to climb ladders.

JOB DIMENSIONS
Supervision Received:
- Reports to and receives technical and
operational guidance from the Corporate ES&H Manager and/or Program/Project
Manager(s) for assigned projects.
Supervision Exercised:
- Supervision of project support personnel
(craft, administrative, supervisors, etc.) as related to project ES&H.
Interface Required:
- Maintain contact with Program/Project
Manager(s), client site operations management, safety advocates and
Industrial Hygienists.
- Direct implementation and
administration of occupational safety and health policies and Integrated
Safety Management Systems (ISMS).
- Review and provide comments and
recommendations to Corporate ES&H Manager, relative to ES&H
policies and procedures, reports, and performance changes affecting
workplace safety, so that objectives and goal of zero accident performance
can be met.
- Maintain working level relationships
with other participating entities responsible for ES&H in connection
with the program.
WORKING CONDITIONS:
- While performing the duties of this
job, the employee is exposed to normal office conditions when not in the
field. The noise level in the work
environment is usually moderate.
When visiting site locations, employee may be exposed to
radiological hazards, extreme weather conditions, loud noise, or be
required to wear personal protective equipment and respiratory protection.
