JOB PURPOSE

To manage all functions of the Planning and Production Control functions and personnel.

WORKING CONDITIONS

Physical Demands: Requires sitting and standing for extended periods of time.  Requires frequent walking, bending and reaching to shoulder level. Requires occasional lifting or carrying weight up to 20 pounds. Requires eye-hand coordination and manual dexterity.  Requires corrected vision and hearing to normal range.

Equipment Operated:  Telephone, computer, printer, copy machine, facsimile machine.

Work Location:  Aircraft maintenance hangar, Planning Office.

Potential Hazards:  Exposure to high intensity noise levels, changes in temperature, materials identified on Safety Data Sheets, working around moving machinery.

Protective Equipment Required:  Ear and eye protection where applicable.

JOB DUTIES AND RESPONSIBILITIES           

Essential Job Functions:

  • Translates customers’ work scope specifications into proper work instructions for accomplishment.
  • Ensures that all applicable airworthiness directives, service bulletins, engineering orders and other documentation referenced in the work package accompany the work cards to Production Control for accomplishment.
  • Reviews work packages and ensures that pre-draw parts and/or material requirements and special tooling are identified and communicated to appropriate departments.
  • Ensures that aircraft maintenance workloads are developed, planned and scheduled in compliance with applicable FAA and Ascent Aviation Services regulations.
  • Coordinates, communicates and ensures that work scope, work flow and proper sequencing with Maintenance and Inspection take place.
  • Ensures that routine documents of maintenance checks are estimated and entered into planning software.
  • Produces or delegates the generation of critical path and flow charts for preplanned maintenance requirements.
  • Ensures that statistical data is generated and reports the results to the SVP of Operations
  • Ensures that post dock recaps are produced for maintenance checks.
  • Develops operating objectives and staffing requirements.
  • Ensures that the duties, responsibilities, and authority of each job are clearly defined, effective, and communicated to incumbents.
  • Ensures that training and development needs are identified, and programs initiated.
  • Ensures that qualified personnel are selected and that the orientation and on-the-job training programs are conducted and effective.
  • Develops an adequate plan for backup of personnel.
  • Monitors performance of subordinates.  Provides prompt and objective coaching and counseling.  Conducts performance appraisals.
  • Ensures that a positive employee relations position is maintained promoting teamwork and cooperation.  Ensures that the Company’s management principles, policies, and programs are consistently practiced.  Recommends and coordinates with Human Resources Department personnel actions such as hires, promotions, transfers, discharges and disciplinary measures.
  • Maintains communications within areas of responsibility.  Informs employees as to plans and progress.  Conducts employee discussion sessions at regular and frequent intervals.
  • Coordinates responsibilities within work areas.  Analyzes and resolves work problems and remains available for consultation of matters relating to work being performed.
  • Acts within scope of authority and consistent with company and corporate objectives, guidelines, policies, and practices and recommends programs or procedures employing original ideas and methods as necessary.
  • Ensures optimum performance of the planning function.  Recommends and implements techniques to improve productivity, increase efficiencies, cut costs, take advantage of opportunities, and maintain state of the art practices.
  • Keeps abreast of current trends and practices in the field of expertise.
  • Oversees Planner. Perform maintenance planning and scheduling functions develop workflows, and sequences for maintenance visits.
  • Coordinate manpower requirements for all billable work and ensure available manpower is being utilized effectively throughout the facility, including cross-utilization if required.
  • Coordinate with the Planners in developing flowcharts for projects.
  • Track daily applied man-hours
  • Coordinate with department heads, Project Managers, and Maintenance Managers for manpower requirements for all billable work.
  • Produce required reports, charts, and graphs relating to manpower and planning.
  • Maintain Facility Maintenance Slot chart to track sold and potential projects. Attend and sometimes host weekly Maintenance-lookahead meetings with the Sales and Operations Department.
  • Assisted with preparing the Daily Company-wide Operations meeting and hosted the meeting in the absence of the Director Of Planning
  • Coordinate with the Training department and the Skills Managers to schedule training needs/requirements.
  • Work closely with Planning and Sales to ensure manpower requirements for upcoming projects are identified and coordinate with HR to ensure these requirements are identified in regard to skill and direct vs. contractor.

Marginal Job Functions:

  • Communicates on the telephone.
  • Retrieves reports as needed.
  • Corrects paperwork for work packages as needed.
  • Makes duplicate copies of work packages.
  • Conducts training for planning staff as needed.
  • Coordinates with other departments/managers as necessary.
  • Attends meetings as required.
  • Ensure that all work performed is done in a safe manner. Directs activities to protect employees from harm and maintain safe working conditions.

SMS REQUIREMENTS

  • Will provide top-level resources and support to SMS compliance, FAA regulations, safe workplace initiatives/practices, and to eliminate health hazards.
  • Will consider all employee suggestions to propose solutions, and/or possible improvements for achieving a safer, healthier workplace.
  • Will monitor, measure and track safety objectives to ensure performance standards are met and to implement continuous improvement measures. 

SPECIFICATIONS

Knowledge, Skills and Abilities:  Ability to organize and plan work adhering to deadlines; excellent communication skills including ability  to read, write, and understand the English language and to follow and administer verbal and written instruction; ability to prioritize and manage multiple work projects; ability to work effectively with people at all levels of the organization; ability to favorably represent the company; excellent  leadership, two-way communication, judgement, creativity, negotiation and conflict resolution skills; ability to interpret and apply  technical data relating to position; ability to adjust to rapidly changing circumstances and priorities; ability to react calmly and effectively in emergency situations; basic knowledge of human behavior and management techniques.

Education/Training:  High School diploma or equivalent required.  Bachelors Degree in Aviation Management or related discipline or equivalent combination of education, training or experience preferred.

Experience:   Five to ten years in aircraft maintenance planning preferred.

Certificates/Licenses:  A&P License preferred.  Valid driver’s license required.

Other:  May be required to work at both Marana, AZ and Tucson, AZ locations as business needs dictate
