Job Mission
Within ASML the Program Management Office (PMO) we optimize business value in project, program and portfolio management execution to strengthen ASML’s competitive position.
Our mission is to drive world-class project, program and portfolio management across Business Lines and Development & Engineering department.
The Program Management Officer performs non-technical project completion using an internal customer perspective, typically from initiation through delivery. He/she/they coordinates cross-functional teams through meetings and progress measurement activity, which bring distinct, specific projects to completion both on time and within budget. PMO is a high-visibility position within the San Diego site. He/she/they will be responsible for the successful implementation of the Product Generation Process (PGP) for supported products/projects, successfully driving the preparation towards phase gate milestones, and proactively recognizing opportunities/risks within resource management and cost requirements. He/she/they will partner with high-level program/project managers to ensure ASML processes, its respective tools, and triple constraint fundamentals are applied at the operational level and across sectors.
This position works in a team setting aligned with the Program Management Offices in the Netherlands, Wilton, CT., San Jose, CA., and San Diego.
This position may require access to controlled technology, as defined in the Export Administration Regulations (15 C.F.R. § 730, et seq.). Qualified candidates must be legally authorized to access such controlled technology prior to beginning work. Business demands may require the Company to proceed with candidates who are immediately eligible to access controlled technology.

PMO is positioned as an independent team member of a business team that is responsible for the development or maintenance & improvement of our state-of-the-art lithography machines. As Project / Program / Portfolio management expert, you are responsible for:
- Challenging the triple constraint as a recognized business partner, to optimize business value.
- Driving effective decision making on all levels.
- Implementing and improving project (program) standards and processes, e.g. related to project planning, financial management, product generation process, reporting, change control, risk management and quality.
- Providing guidance during the financial forecasting (budget) process and proactively assisting regular financial management and reporting.
- Pro-actively connecting, enabling and challenging all stakeholders.
- Growing people and team competences of PMO and ASML’s Project Management community, e.g. by driving, participating, leading & implementing cross-PMO improvement projects.
- And last but definitely not least, creating winning teams by living our values and building capabilities for the future.
Education and experience
- Requires a Bachelor’s degree in Business Management, or related field. An advanced degree (e.g. MBA) in Business Management is a plus. Bachelors in Engineering (Mechanical, Electrical) is a plus.
- 3 - 7 years of relevant work related experience is required, exchangeable with an advanced degree in a business management field.
- Experience as an Associate in Project Management, PMO, Sr. Planner or Project Manager of large and complex projects.
- Expert knowledge in the area of Project Management, data analysis, and supportive tooling [MS Excel (pivot tables), MS Access, MS Project].
- Proficiency in the Microsoft Office suite and electronic e-mail systems.
- Understanding of Change Management.
- Experience and / or knowledge of AGILE / JIRA is a plus.
- PMI certification or equivalent (e.g. CAPM, PMP, IPMA) desired.
- Sufficient technical knowledge and experience to be able to communicate effectively with various teams, and to check/review their plans and progress.
- Ability to translate, statistically analyze data, and effectively report problems through written and/or graphical formats.
- Ability to effectively convey information in graphical and chart formats.
- Good meeting practices (proper attendance, agendas, start/stop times, minutes, actions, follow-through).
- Ability to define and tracking short and long-term goals and resources.
- Strong organizational skills.
- May require travel dependent on business needs.
