You must meet the following requirements by the closing date of this announcement.
Specialized experience for the GS-13 level is one year of experience at the GS-12 level, or equivalent that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience includes: -Directing the development of new or revised policies, procedures, standards, or guidance for HIV/AIDS Housing or similar housing programs serving those with disabilities; AND - Interpreting, implementing, and providing technical guidance on special projects, policies, and regulations related to HIV/AIDS or special needs housing programs; AND -Experience establishing and maintaining working relationships with lead organizations, partners in the community and with Federal, state, and city agencies; AND -Involvement working with HIV/AIDS or disability housing programs.

This is an open-continuous announcement with cut-off dates of 7/6/2020 and 7/13/2020. As a CPD Specialist, you will:
Develop and recommend program policies, regulations, standards and procedures, handbooks, notices or memoranda, as well as written guidance and correspondence. Provides oral guidance concerning related HUD policies, rules, and regulatory provisions; these efforts include assisting in the development of recommendations and promulgation of documents. Reviews and makes recommendations on program policy waiver requests.
Consult with HUD staff, HOPWA program grantees, project sponsors, and other interested parties, and reviews and analyzes information about overall program policies, regulations, standards and procedures in an effort to develop proposed solutions for the risks of homelessness for persons living with HIV/AIDS and their families.
Assist in the development and assessment of the effectiveness of HOPWA regulations, handbooks, notices, and other guidance material that establish policies and procedures to be followed by HUD staff, applicants, and recipients.
