We are hiring! Atkins seeks talented, committed individuals to join our team at the Traffic Operations Center (TOC) in St. Louis, MO. The TOC is a 24/7/365 communications hub and emergency response facility, whose mission is to keep roadways safe and to keep traffic moving. TOC staff use an array of technologies to detect and respond to traffic incidents, and to interface with emergency responders and the traveling public. The Data Analyst will support their team’s success by generating reports, analyzing performance trends, and enabling effective, data-driven decision-making. Successful TOC Data Analysts are organized, detail oriented, and capable of solving complex problems.
TOC Data Analysts report to their Atkins Supervisor and the local TOC management team but must be capable of directing their own work. Data Analysts compile relevant data and deliver accurate reports related to traffic incident response and roadway network performance. On a typical day, Data Analysts will work on regular performance reports, collaborate with the TOC team to discuss performance trends or new data requests, and make progress on various special assignments designed to enhance the TOC’s reporting capabilities. Data Analysts must possess good time management and organizational skills while maintaining the flexibility required to adapt to shifting priorities. Data Analysts work closely with internal/external partners and must be clear, effective communicators who reliably follow-through on their commitments.
The Data Analyst typically works during regular business hours Monday-Friday onsite.

How will you contribute to the TOC team?
- Applies general data analytical skills and operational principles to quantify and address traffic-related problems.
- Prepares daily, weekly, and monthly performance measure reports including compilation of data.
- Carefully assesses key metrics and provides appropriate insight and other guidance to help team members understand and draw meaningful conclusions from performance reports.
- Writes reports, participates in presentations, discusses concepts and deliverables with clients, and participates in quality-control checks.
- Compiles statistical performance measures reports for the client and operations management staff as appropriate.
- Communicates regularly with client managers, project manager, TOC supervisors and other stakeholders to provide status updates, ascertain needs and provide solutions to any issues.
- Coordinates with other agencies as appropriate and may travel on a limited basis to support stakeholder engagement.
- Maintains a thorough knowledge of traffic and TOC-related principles, practices, and tools as required to effectively perform the duties of the Data Analyst.
- Performs special assignments and other tasks as requested by their supervisor.
What will you contribute?
- Bachelor’s degree preferred. Without Bachelor’s degree, three years’ experience in data management and/or operations is required.
- External applicants will receive traffic and TOC-related training within 6-8 weeks of employment.
- Data analysis and report or dashboard development is preferred. Response plan development, logistical experience in a TOC or other similar environments including dispatch centers, 911 operations, or other emergency operations are a plus.
- Must be proficient with computers. Must possess an Intermediate or Advanced level of skill with MS Excel. Proficiency in other data or reporting software is a plus (e.g., Power BI, Tableau, etc.).
- Must have a good command of the English language.
- Excellent oral communication and interpersonal skills required.
- Excellent written communication skills and ability to produce polished, effective materials in multiple formats (e.g., reports, presentations, graphics, spreadsheets, etc.) required.
- Ability to perform in a professional, courteous manner and maintain composure under pressure.
