Avalon's Operations team advances our mission across five critical areas: Administration, Compliance, Data Management, IT, and Asset Management. They cultivate a productive work environment, uphold regulatory standards, support grant management, maintain and analyze essential data, address technology needs, and monitor our assets and properties.

As part of the Operations team, the Program and Data Compliance Manager plays a crucial role in upholding our commitment to supportive housing. Responsibilities include overseeing program compliance, managing data quality, ensuring adherence to program standards and government regulations, conducting audits, developing policies, collaborating with teams on compliance matters, and providing staff training.

Core Responsibilities Include:

  • Ensure adherence to regulations and ethical standards, staying current with Federal and State rule changes
  • Conduct audits, develop and implement best practice-aligned policies and procedures
  • Work with all teams to address compliance and accreditation issues, enhancing organizational standards
  • Monitor data processes for accuracy, implementing control measures and verification protocols
  • Design and implement training programs on program activity terms, compliance, and data management, coordinating with Data Administrators
  • Foster organizational awareness in continuous improvement and compliance
  • Identify compliance risks, develop corrective plans, and report to management and stakeholders
  • Collaborate with regulators, auditors, and beneficiaries to align practices with standards and meet service needs
  • Regularly review and enhance strategies to reflect evolving regulations and needs
  • Lead funding processes, ensuring compliance, and managing reporting calendars
  • Review and manage award agreements and contracts, ensuring proper execution and storage

Desired Qualifications & Experience

  • Proficient in quality control and program compliance principles
  • Skilled in creating and managing organizational policies
  • Experienced in staff training, project management, and client relationship management
  • Knowledgeable in HMIS or equivalent information systems, with a focus on database management
  • Understanding of both qualitative and quantitative data analysis techniques for performance measurement
  • Demonstrated project and time management capabilities with exceptional organizational skills
  • Strong working knowledge of key applications (MS Office, Slack, DocuSign, PDF Editor, Google Workspace, HMIS, Foothold)
  • Well-versed in critical thinking and adept at creative problem-solving
  • Comfortable with change and committed to continuous improvement
  • Ability to effectively communicate verbally and in writing, and proficient in coordinating multiple tasks under deadline pressures

Job Title: Program and Data Compliance Manager

Reports to: Director of Finance and Administration

Location: Primarily based at Avalon's main office at 1327 Jones Drive; remote work is possible for administrative tasks

Status: Salaried, Exempt

Starting Wage: $50,675.00
