Position Summary:
The Manager of Employee Relations and Wellness is responsible for managing employee relations and the agency’s response to COVID -19. Provides full investigation support to supervisors, researching and/or investigating concerns and making recommendations that promote positive employee relations, a safe and healthy work environment, and upholds employee policies and practices. This includes conducting workplace investigations, counseling management, and COVID 19 employer response activities with respect to federal, state and local EEO and other laws to ensure consistent interpretation and proper application of laws, policies and procedures. The Manager of Employee Relations and Wellness recommends effective solutions for addressing workplace issues, safety, and corrective actions in accordance with personnel policy and applicable laws. This role performs in a professional and efficient manner with prompt assistance to achieve high levels of participant and employee satisfaction. It is expected that 25% of the time, at minimum, will be spent on site at centers.
Job Function:
  • Develops case management and/or investigation plan for each case. Assigns resources; identifies witnesses and key individuals; determines method, order and timing of interviews, evidence to gather; and maintains contact with involved participant or employee(s), as appropriate.
  • Conducts investigations, as appropriate, including remote or onsite interviews with key individuals, such as the complainant, accused, witness, subject matter experts as needed utilizing standard and probing questions to effectively collect pertinent facts needed to resolve the case. Gathers evidence and facts required for conducting a proper assessment of the case; handling evidence in accordance with all company policies and guidelines, including Head Start Program Performance Standards and Texas minimum standards for Child Care Licensing. Identifies the policies and practices that are relevant to the case in order to identify when a violation of company policy has occurred. Based on the findings, researches and recommends the action(s) to take to appropriately resolve the case and documents case into Case Management system.
  • Consults with and advises supervisors regarding workplace issues and recommends appropriate personnel actions in accordance with company policies, guidelines and applicable laws. Assists supervisors as needed in preparing corrective action documents and performance improvement plans, as well as preparing for employee conversations. Notifies supervisor of process and timeline based on the recommended actions. Reviews escalated matters with appropriate stakeholders and operates as intermediary as needed between the supervisor and other stakeholders.
  • Stays abreast of local, state, and federal COVID-19 executive orders, labor laws, regulations and recommendations.
  • Monitors SmartScreen daily reports and responds to sick employees
  • Receives reports of suspected or confirmed COVID exposures within the agency
  • Responsible for tracking employee with suspected or confirmed COVID 19 and preparing reports concerning COVID-19 impact
  • Conducts contact tracing activities to identify employees, participants and guests potentially exposed to COVID-19
  • Responsible for formally notifying employees potential or confirmed cases of COVID 19
  • Assists with the development of COVID related employee procedures
  • Monitors compliance with health and safety protocols and administers corrective action for employees who fail to comply with AVANCE’s guidelines and policies
  • Trains employees on the appropriate use of personal protective equipment (PPE), such as gloves, gowns, eye shields, face shields and face masks for the activity being performed
  • Trains on COVID signs and symptoms, health and safety prevention, and response steps for suspected or confirmed exposures or diagnoses of COVID -19,
  • Promotes of health and safety practices to prevent the transmission of COVID and other viruses and communicable diseases
  • Responsible for monitoring local, state, and federal COVID regulations and recommendations and leading implementation of new requirements
  • Coordinates with the Human Resources team, Director of Facilities, and supervisors to ensure proper response to COVID exposures such as closures, disinfecting facilities, and supporting employees’ need for additional training and support
  • Coordinates review with legal counsel and solicits guidance as appropriate in addressing cases that may result in potential legal action.
  • Takes ownership of all assigned projects, tasks, initiatives, inquiries, and escalations within the HR functional area(s) of specialization and makes sure that they are resolved and completed efficiently and with a superior level of quality. Follows up and provides continuous feedback, guidance, and information to participants, key stakeholders, peers and community partners within the HR functional area team.
  • Remains current and informed in the field of employee relations and labor/employment laws in order to share knowledge and insights with others and provide professional development. Assist in updating, and implementation of new processes and procedures in accordance with applicable laws.
  • Maintains knowledge of federal, state and local EEO and labor laws and shares updates/changes with HR Directors and Chief Leadership to make appropriate system or policy changes. This includes knowledge of the Head Start Program Performance Standards and Texas Minimum Standards of Child Care Licensing and daily operations of the program.
  • Provides strong written and verbal reports to Human Resource Directors and Chief Leadership on investigations, COVID -19, and recommendations.
  • Ensure that all information is kept confidential will share only on a need to know basis.
  • Attends meetings, workshops, and trainings by OHSA, CDC, Texas Department of Health and Human Services and brings the information back he agency for implementation, as applicable
  • Able to travel for business related activities.
  • Perform any other tasks or special projects as assigned.
