Job Description
The Operations Proposal Group consists of three groups: Business Area Leads who lead the pricing of Operation’s proposal content and interface with Business Area program staff; Material Pricing Group who price the material content of proposals; and Supplier Proposal Analysis Team who analyze supplier cost proposals and provide recommended negotiation positions to Subcontracts/ Procurement. The Operations Proposal Group proposals’ are compliant with Electronic Systems estimating system policies and guidance, FAR/ DFARs and Truthful Cost Pricing Data (TCPD) requirements.
Job functions and duties will include the following:
1. Decompose supplier provided proposal and Cost or Pricing Data into constituent estimating elements for analysis and determination of price reasonableness.
2. Perform indirect rate analysis and direct labor cost analysis to determine reasonableness of supplier cost burdens applied to direct elements and develop detailed rebuttal position.
3. Develop walk-down positions by cost element in order to establish summary conclusions and recommendations regarding supplier pricing and provide basis for negotiations.
4. Conduct market research and price analysis to confirm the commerciality of a proposed part.
5. Participate in Continuous Improvement projects as needed that enhances the current proposal and Cost/Price analysis process.
Typical Education & Experience
Typically a Bachelor's degree with 4 years of direct related experience or equivalent experience

Required Skills and Education
  • Exercise discretion and independent judgment in the performance of duties set forth above.
  • Effective communications skills to include writing reports of significant complexity and length.
  • Exhibit sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel and suppliers.
  • Utilize analytical and computer skills, and various software packages to prepare appropriate reports and documents.
  • Support the Analysis, evaluation, development and implementation process and system improvements within budget while adhering to strict time requirements and schedule.


Preferred Skills and Education
  • Experience in proposal preparation with a working knowledge of Project Finance, Contracts or Subcontract Administration with a working knowledge of Cost & Price Analysis for Department of Defense procurements.
