Regular Schedule: 39 hours per week

A Non-Merit vacancy exists in the Animal Services Division, Bureau of Prevention and Protection, Department of Health and Human Services.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Under direction, plans, directs, coordinates, and supervises the activities of the Animal Services Division.  Directs the operation of the animal shelter, the enforcement of animal control laws, and the administration of community outreach programs.

  • Plans, directs, coordinates, and supervises the activities of the Enforcement, Investigations, Control, Inspection, and General Administration sections of the Animal Services Division.  Ensures timely delivery of Animal Services.  Communicates with the public and maintains successful community relations.  Ensures compliance with Public Health policy. Coordinates with other county agencies as necessary to enable enforcement of the animal control regulations.
  • Supervises the operation of the Animal Shelter ensuring proper care of animals.  Participates in the preparation of policy and implements policy as directed.
  • Supervises outreach programs as well as the operation of the Spay and Neuter Program and other animal health care. Supervises the preparation of progress and activity reports for use by the director's office. Assists in the preparation of the budget for the Animal Services Division. Allocates funds and resources within the division. Supervises the planning of outreach programs, manages community relation activities and coordinates with the Animal Licensing Division. Speaks to citizens and community organizations. Establishes and implements training programs for staff personnel.

Required Qualifications
Graduation from an accredited college or university with a bachelor's degree in animal, biological, or a natural science, business administration, public administration, or a closely related field
PLUS
at least six years' administrative or managerial experience, four years of which were in a direct line supervisory or managerial capacity.

(Additional experience may be substittued on a year-for-year basis up to a maximum of two years for the required education.)

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Proof of Degree Equivalency

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions.  Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes. 

Physical and Environmental Conditions
The work of this position is essentially sedentary, but may include occassional physical labor related to animal care.  

Medical Examination and Employment Background Investigation
Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
