Location: HYBRID

Position title: Investigator - Reservist

Reporting to: Personnel Management Director

FLSA: Non-Exempt

Pay Grade: (Please refer to BCFS System established pay grades)

Classification: PRN

Supervises: PRN HR Specialists, if applicable to assignment

Academic Req: Bachelor’s Degree in Human Resources, Law, Business Management, or related field.

Certifications: Professional Human Resources/Senior Professional Human Resources (PHR/SPHR) certification preferred

Work experience: Minimum of three years’ full-time human resource or employee relations experience. Experience must include workplace or criminal investigations of alleged violations of agency policy, discrimination, harassment, professional misconduct, and other employee relations matters.

Critical Action Items & Measurable Deliverables:

Lead detailed, factual investigations involving alleged policy violations and/or personnel complaints. Manage collection of sensitive information through interviews, surveys, field observations or other methods as applicable. Use appropriate and acceptable standards/methods of investigative practices to complete a thorough investigation. Compile relevant documents, formulate the official investigative case report, and provide information to management. Design data and investigation results to identify gaps, trends, and actions to mitigate future violations or complaints. Maintain a tracking system on the outcome of all investigated cases. Build relationships with internal and external agency stakeholders to collaborate on recommendations and resolutions.

Other Responsibilities:

Support the Incident Management Team/Incident Support Team as required. Attend all mandated trainings for cadre members and reports for active duty when required. Other job duties as assigned.

Requirements:

Ability to deploy within 12 hours of activation orders. Ability to work in high-pressure/high-stress settings in varied, remote, or austere environments for a minimum of 14 consecutive days for 12-hour shifts. Strong “people acumen” and knowledge of human resources policy requirements and personnel management strategies. Strong written and oral communication skills, including effective listening and non-verbal communication. Ability to manage sensitive and /or confidential information. Professional interpersonal and presentation skills to support all stakeholders, including internal and external constituents. Ability to make recommendations to effectively resolve problems or issues, by using judgment that is consistent with agency standards, practices, policies, and procedures. Demonstrated leadership skills through command presence and reinforcement of agency mission, vision, and culture to drive a passionate, engaged, and accountable workforce. Ability to work independently. Operating knowledge of and experience with Microsoft Office applications. Operating knowledge of and experience with typical office equipment (e.g., computer, iPad, phone, copier, fax). Valid Texas driver’s license with a clear record. Clear criminal background check.
