Project Overview:

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) has safely destroyed 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant completed operations and munition destruction phase as of June 2023. The PCAPP plant is now in Closure phase.


All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.


Position Summary:

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for an Emergency Preparedness Planner at the Pueblo, CO location. This position will report to the ES&H Manager at the PCAPP project.


This is a long-term assignment with a 9-80s schedule. The work hours are from 6:30am – 4:00pm Monday – Thursday, and 6:30am – 3:00pm every other Friday. This position may require additional overtime hours as deemed necessary.


Responsibilities:

  • Assists with the implementation and maintenance of all Emergency Preparedness (EP) Programs.
  • Develop and implement project emergency preparedness policies, procedures, training, and briefings as assigned.
  • Review Operating and Project Procedures for emergency preparedness compliance.
  • Assists with the coordination and guidance for the project emergency preparedness program, including the U.S. Government emergency preparedness program as it relates to the PCAPP contract with the Department of Defense.
  • Gathers and compiles information for EP reporting and performance monitoring.
  • Assists in the development and implementation of training for site management and the workforce.
  • Plan for and conduct emergency drills and Chemical Accident or Incident Assistance or Response (CAIRA) exercises.
  • Develop and implement emergency preparedness documents for PCAPP incorporating emergency preparedness program requirements.
  • Maintains relationships with internal organizations (e.g. Operations, Closure, Training, Safety) to identify and mitigate situations or conditions potentially impacting project emergency preparedness programs.
  • Maintains contact with professional colleagues and organizations in government and industry to assure currency of knowledge of requirements, advancements and practices impacting emergency preparedness.
  • Audits or surveys EP programs and drills, and aids project and client management, as needed. Inventories and maintains emergency response equipment and supplies.
  • Provides advice on emergency preparedness and response procedures, as well as assistance during CAIRA and Chemical Stockpile Emergency Preparedness Program (CSEPP) exercises, and emergency preparedness training.


Qualifications and Skills

Basic Qualifications:

  • Bachelor's degree in Emergency Management, Environmental Safety and Health, or related science/ engineering degree from an accredited college or university with 9[SM1] years relevant professional experience including formal and specialized training in government and industrial emergency preparedness procedures.
  • In Lieu of a degree and 5 years relevant professional experience including formal and specialized training in government and industrial emergency preparedness procedures.
  • Must be US Citizen or lawful permanent resident.
  • Must be able to obtain and maintain unescorted access to the Depot


Minimum Qualifications:

  • Skill in verbal and written communication with management, contractors, and client representatives.
  • Proficient in using computers and relevant software programs.


Preferred Qualifications:

  • Experience on Government (DOD or DOE) projects.
  • US Army Chemical Demilitarization program experience.
  • Knowledge of the Program Manager for Elimination of Chemical Weapons (PMECW) Government Emergency Response Program.
  • Demonstrated skill in developing emergency preparedness program documents requiring the use of recognized emergency preparedness and response measures, procedures, and techniques.
  • Skill in verbal and written communication with management, contractors, and client representatives.
  • Proficient in using computers and relevant software programs.
  • Knowledge of the Department of Defense and OSHA regulations, principles, procedures, and personal protective equipment (PPE) applicable to industrial and toxic chemical agent programs.
  • Knowledge of current EP principles, procedures, and equipment applicable to protection of project personnel, construction, and plant operations activities


This position is designated as a safety-sensitive position and is subject to the requirements of the PCAPP Medical Safety Reporting Program. A safety-sensitive position refers to a job role where the employee's performance could significantly impact the safety and well-being of themselves, others, or the environment. Designation as a Safety-Sensitive position is due to one or more of the following criteria:

  • The ability to work in a constant state of alertness and in a safe manner.
  • Respond during contingencies, taking urgent or emergency action as necessary to prevent personnel injuries or damage to equipment or the environment.


This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working”.

Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated.
