 The salary range is $55,00-$70,000 annually depending on experience

 BHN is a collaborative effort of providers, advocacy organizations, government leaders, and community members dedicated to developing an accessible and coordinated system of behavioral healthcare throughout the eastern region of Missouri, with emphasis on services to the uninsured and underinsured citizens of St. Louis City and the Missouri counties of Franklin Jefferson, Lincoln, St. Charles, St. Louis, and Warren.  We are committed to having a diverse and inclusive workforce that represents the communities we serve.

 JOB SUMMARY: This position manages documentation for grantors, monitors compliance with contract terms and conditions, and provides outcome reports and analyses of all BHN programs/grants. This position will have responsibility for generating grant prospects, identifying, and applying for grants in collaboration with the Programs management team. The candidate will perform a variety of technical, administrative, and computer support functions related to data and fiscal management, including the development of tracking components, data analysis, and internal/external reporting, as well as offer technical support to key external providers. The candidate is responsible for the financial management of a portfolio of complex grants.  
Essential Duties and Responsibilities

  1. Creates/edits and maintains required reporting to funders on the status of projects and the appropriate use of funds (to include program outcomes and accurate financial reporting). Monitors deadlines to ensure that reports are completed, reviewed by the CEO, and submitted on time.
  2. Provides internal data reports to CEO and Project Managers to ensure projects are meeting data timelines and goals.
  3. Assists in multiple areas of grant writing to include pulling in research and data, writing administrative content, completion of logic models, writing support letters for partner agencies, timeline creation/monitoring, serving as point of contact for grant writing consultants, and developing budgets.
  4. Identifies, reviews, and summarizes potential public/private funding opportunities that further BHN’s mission and strategic goals.
  5. Conducts monitoring and analysis of data for completeness and accuracy to support programmatic improvement and achievement of goals across the agency.
  6. Collaborates with program staff to identify needed database elements and enhancements, and to translate user needs into technical solutions.
  7. Identifies and presents opportunities for improvement based upon data collection, while working collaboratively with all members of the team to foster a positive relationship between external partners.
  8. Identifies resources and creates routine data reports that outline key behavioral health facts/information from the public sector that can be utilized by stakeholders to make decisions and raise awareness of community behavioral health needs.
  9. Assists in the development of guidelines and procedures for data tracking and management in the ETO system or other outcome tracking platforms.
  10. Works in collaboration with organizational leadership to determine what data are necessary to measure outcomes critical to the organization and how the data should be reviewed, analyzed, and acted upon on a regular basis--including evaluation and reporting of cost-benefit analysis associated with program objectives.
  11. Assists in the development of data elements for brochures, marketing materials, and external communications for BHN to communicate to external stakeholders the progress of projects coordinated by BHN.  
  12. Works with Administrative Specialist to ensure that invoices are charged to the correct grant; reviews invoices to determine if costs are eligible and reasonable according to funder guidelines.
  13. Sends detailed invoices to selected funders as scheduled (monthly, quarterly, etc.).
  14. Maintains budgeted vs. actual expenditure grant reports to ensure that funds are fully and appropriately utilized. Meets with Directors and CEO on a quarterly basis to present year-to-date financial data and make recommendations for changes in assigned salary FTEs or other expenditures if necessary.
  15. Collaborate with an external accountant on invoicing, accounting, reporting, budget plans and allocation, and other administrative functions to ensure successful execution of the grant; Works with CEO to develop and maintain an annual organizational budget, including revenue and expenditures for all active grants.
  16. Monitors and revises Staff Salary Allocation table as needed, depending on grant timelines and staff changes. Reviews payroll reports ensuring salaries are being allocated correctly based on employee efforts of the grant.
  17. Reviews monthly financial statements prepared by an accountant to ensure accuracy and provides an explanation for significant variances between budget and expenditures. Monitors and tracks monthly expenditures for all grants.
  18. Creates and/or revises service contracts, business associate agreements, and consulting contracts with partners and vendors as needed. Monitors timeline for contracts and consult with appropriate staff regarding new or amended contracts.
  19. Staffs Strategic Planning process every three years; works with Leadership Team to assess progress towards current plan’s goals and strategies and recommend revisions if needed; writes quarterly progress report for Board of Directors and facilitates annual Board review.
  20. Coordinates production of bi-annual Community Report and other ad hoc reports, including drafting content; working with Directors/Managers to obtain current data, success stories, and other program information; sourcing graphic design and printing vendors.
  21. Performs other duties as assigned.

Qualification, Skills, and Knowledge Requirements

  1. Bachelor’s degree in Business Administration, Accounting, Economics, or another relevant field is required. Master’s degree preferred.
  2. 5 years of experience writing and working with grants management, data management, and tracking outcome metrics required, preferably in the social services/healthcare sector. Successful track record of securing grant funding to support the organization.  
  3. Applicant must be extremely comfortable working with outcomes and/or metrics with experience in developing project plans and models.
  4. Applicants must be extremely comfortable creating, monitoring, and reviewing budgets and other financial reports.
  5. Superior organizational and analytical skills.
  6. Direct working experience or interest in statistical analysis.

Additional Qualifications include Excellent written and oral communication skills; Demonstrated advanced proficiency in Microsoft Office applications, including PowerPoint, Word, Excel, and Access. CRM experience is preferred. Knowledge of ETO software is a strong plus. Strong customer service sensibility is required. Strong familiarity with statistical software preferred. Experience with data visualization software preferred.

  • Needs to be able to move about inside the office to access file cabinets and machinery.
  • Must be able to operate a computer and other office productivity machinery such as a calculator, copy machine, and printer.
