General Description: The Executive Director, Global Technical Operations Systems is the principal IT leader and business partner to the BeiGene Global Technical Operations functions including Manufacturing, Global Quality and Global Supply Chain. The Global Business Partner and their team help define business objectives, engineer technical solutions, and build and maintain the portfolio of Technical Operations solutions, while applying principles of innovation and efficiency. As a member of the Global IT Leadership Team, the Executive Director is an active contributor to developing and executing BeiGene’s technology strategy, defining necessary technology investments, and driving transparency in prioritization and planning. The Executive Director and their team are responsible for ensuring the strategy is fully aligned with business needs, positioning IT services to deliver and realize compelling business value. The Executive Director closely manages the landscape of applications and solutions used by Global Technical Operations and their functional portfolio of projects. They collaborate with other Business Partners to identify risks, interdependencies, and opportunities to inform financial responsibility, robust planning, and reliable execution, and partners with IT Shared Services to ensure adherence to BeiGene’s technology architecture, security & compliance, and system and project life cycle governance. A successful candidate is a dynamic leader and business relationship manager who brings deep end-to-end biotech Manufacturing, Quality and Supply Chain domain knowledge with technical expertise in manufacturing execution, automation and control, data historian, LIMS, QMS, ERP, and integration tools and platforms. Strong experience in cloud/SaaS environments, recent experience in deploying Industry 4.0/Smart Manufacturing, the ability to manage multiple projects across different functions in a global, geographically diverse environment, and building and sustaining teams in times of ambiguity are all critical success factors for this role. An ideal candidate will adapt communication cadences and problem-solving skills to accommodate customers, partners, and staff, exercise diplomacy and effective influence to reach consensus, and build stakeholder relationships to ensure the Technical Operations technology landscape and portfolio is logical in the context of operations in a modern biopharmaceutical environment. Essential Functions of the job: Senior Business Partner: Develop and maintain the Technical Operations technology architecture landscape design and project roadmap. Accountable for implementation and administration of enterprise applications and project delivery to meet BeiGene’s business needs as defined in the Technology portfolio. Establish cadences and mechanisms to engage with business users to proactively propose enhancements or new technologies that are aligned with long-range plans. Partner with stakeholders and SMEs to develop business cases that justify and prioritize initiatives while adhering to overall business plan. Develop short and long-term plans in alignment with and support for BeiGene’s Technical Operations functional strategies and goals, business plans, and operating requirements. Define solutions and customer success factors with the goal of delivering solutions that meet business requirements in a timely, compliant, and financially responsible manner. Liaise with computer system vendors, IT partners, audit, and compliance to coordinate system implementation and change activities Develop an organizational framework and operating model that support the current and future technology needs for Technical Operations that comprises requirements management, solutioning, build, implementation, and administration (run) of global Technical Operations platforms, master data, and system interfaces Ensures team is trained in and embeds SLC, CSV, compliance, and health authority requirements into operational activities. IT Leadership: Co-lead the Global IT Business Partner community of practice, collaborating with other business partners on standards and best practices. Collaborate with IT PMO & Business Management on the project delivery lifecycle, resourcing, and budgeting. Lead and support Global IT initiatives to support its growth and maturity. Engages with peers to define, sponsor, and execute continuous improvements. Acts as a peer resource for their domain. Provide leadership to IT colleagues focusing on their development with alignment to supporting business goals. Qualifications: 18 years of professional experience in IT with direct oversight and experience in technical operations technologies in the Pharmaceutical, Biotechnology, and/or Medical Device industries 10 years of proven leadership success at a senior level, directing a team of manager-level direct reports and associate-level staff 8 years combined experience in design, deployment, support, and/or use of the following platforms: Data Historian, MES, Automation Control Systems, LIMS, ERP, and QMS Must have proven business and technology skills, with success providing customer-oriented technology solutions in the technical operations domain; a focus on Manufacturing and Quality is preferred. Strong experience in methods and technologies to support Manufacturing data integration (e.g., SQL, Web Services/messaging, data mapping) Business relationship management acumen and demonstrable success as a change agent leading or contributing to significant transformational initiatives in organizations Strong experience with software lifecycle methodologies, 21CFR Part 11 compliance, and GxP computer systems validation (CSV) Accomplished in building and development of people and teams, comfortable working with a broad cross section of people in direct and matrixed relationships Exposure to ERP technologies in a manufacturing environment. Proficient in various project management disciplines (i.e., Agile, Waterfall) Key Competencies: Exceptional leadership skills with the ability to communicate that inspires and motivates staff and aligns with the IT and business strategy Excellent analytical, strategic conceptual thinking, strategic planning, and execution skills Effective influencing and negotiation skills in an environment where resources required for success may not be in direct control of this role Ability to build consensus, making decisions based on many variables, and gain support for major initiatives. Education Required: Masters (preferred) or Bachelor's degree in Computer Science or related discipline in combination with relevant experience.
