PAY RANGE: Depends on Qualifications; current pay range is $24.57 - $39.95 per hour

BEMIDJI STATE UNIVERSITY (BSU) and NORTHWEST TECHNICAL COLLEGE (NTC) invite

applicants to join our Information Technology Services (ITS) team as a Web Specialist. BSU and NTC are

members of the Minnesota State system of colleges and universities and employ more than 600 faculty and

staff.

NTC has prepared students for fulfilling careers in high-demand fields for more than 50 years. The college’s

accessible, affordable, hands-on programs also help the region’s employers meet their ever-growing need for a

highly skilled workforce. NTC serves more than 1,000 students with an excellent education, an open-enrollment

policy and affordable tuition. Students may pursue nearly 40 degree, diploma and certificate programs in six

distinct career paths. Classes are offered on campus, online, or as a combination of both.

The Web Specialist provides support throughout the development of applications and websites. This

includes analysis, design, implementation and support for the websites and digital platforms used by

students, faculty, staff, administrators and external constituents of Bemidji State University (BSU) and

Northwest Technical College (NTC). An effective website and optimized digital experience are highly

critical as they enable both campuses to accomplish their objectives, including enrollment and retention of

students.


Responsibilities of the Web Specialist include:

1. In collaboration with the web team, design and develop applications and websites through the web

content management system to achieve a consistent web platform by adhering to best practices in

web architectures and technologies while implementing campus web strategies. Partner with the

Office of Communications and Marketing (OCM) to help in the prioritization of the projects related

to the web content management system to ensure successful implementation of the needs of the

campus community.

2. Meet with project stakeholders to gather requirements and analyze business needs to establish

reasonable solutions to meet technology needs. Develop project scope, key deliverables, and

timeline in agreement with the project owner to ensure alignment to ensure that the solution meets

the needs of the business

3. Thoroughly test developed sites to ensure that they accurately meet the terms of the agreement

between ITS and the client, including the project scope, key deliverables, usability and timeline.

4. Provide ongoing technical support and maintenance after application and site deployment to make

certain the functional design meets changing business needs and provides updated functionality, as

necessary.

5. Provide training and instruction to end users on best practices for the implemented software to

ensure that deliverables are well understood by the client to maximize their effective and efficient

use of the application.

6. Participate in professional development and continuous improvement activities by attending

conferences or web development related training. Stay current technology trends by reviewing trade

publications, software, and hardware documentation, e-mails, and newsletters.

7. Perform other duties as assigned to ensure the smooth functioning of the department and maintain

the reputation of the organization as a viable business partner.

Minimum qualifications for this position include:

  • Bachelor’s degree in any field; or an Associate degree in a related IT field; or two (2) years of IT
experience in website development.
  • Knowledge of databases and data management concepts.
  • Ability to evaluate user needs and develop specific applications to meet those needs.
  • Ability to understand detailed technical information.
  • Ability to communicate technical information to technical and non-technical users.
  • Ability to problem solve and implement applicable solutions.

Preferred qualifications include:

  • Experience with PHP, HTML5, CSS and JS.
  • Experience in XML, MySQL or MSSQL.
  • Experience with website analysis, design, and administration.
  • Experience with Linux.
  • Experience in WordPress theme and plugin development.
  • Understanding of and experience developing WC3/ADA-compliant web applications.
  • Experience with source control management and understanding of software development techniques.
  • Experience designing and developing websites that display and function well on all devices including


mobile devices.

Program, faculty and staff driving on college/university business, who use a rental or state vehicle, shall

be required to complete a vehicle Use Agreement form and conform to MinnState's vehicle use criteria

and consent to a motor vehicle records check annually.
