Benefits Data Trust (BDT) seeks a Pennsylvania Engagement Manager to cultivate and maintain partnerships to deliver smarter ways to access essential benefits and services so people can live healthier, more independent lives. The PA Engagement Manager will develop and manage the relationships needed to make BDT’s work successful in the Greater Philadelphia region. The Engagement Manager will continually assess opportunities to increase benefits access in the Philadelphia area in line with the organization’s strategic priorities through the development of relationships with state and local government and community-based organizations (CBOs), as well as with health plans, funders, and research institutions. BDT has a broad vision for combating poverty in Philadelphia by transforming how residents access benefits, and the PA Engagement Manager will play a critical role in developing and implementing that strategic vision.

The PA Engagement Manager's primary responsibility will be to deepen and expand BenePhilly, a robust benefits access network funded in partnership with the City of Philadelphia's Office of Community Empowerment and Opportunity that helps Philadelphians apply for federal, state and local benefit programs. This person will be responsible for maintaining and expanding the services and tools BDT provides throughout the region. The PA Engagement Manager will manage communications between the City and the network of partners; oversee CBO training, reporting and evaluation; and conduct presentations and meetings with various partners within the region.

Based in our Center City Philadelphia office, the PA Engagement Manager will report to the Pennsylvania Senior Engagement Manager and supervise a Pennsylvania Engagement Coordinator, responsible for the daily operations of the BenePhilly network.

Due to COVID-19, BDT is operating under a remote-working protocol, following governmental requirements and CDC guidelines. While this job will begin as fully remote, when BDT determines it is safe to do so based on public health recommendations, we will move back into our Centre Square office. At that time, all Philadelphia-based staff will be required to transition back into the office.

Responsibilities:

  • Develop and implement plans for the Philadelphia region based on organizational priorities and goals
  • Strengthen relationships with existing partners and cultivate new partnerships, focusing on City offices and key stakeholders, advocates and community-based organizations
  • Serve as a conduit between the BenePhilly CBOs and the City to ensure the ongoing success of the BenePhilly initiative
  • Oversee and create external communication with key partners and funders, provide program status reports, outline new opportunities to enhance the BenePhilly network, and share best practices across network users
  • Represent BDT in relevant state and local task forces, workgroups, and conferences and present about BenePhilly to increase project awareness and strengthen community relationships
  • Provide content for proposals, fact sheets, presentations, blogs, etc. for a range of audiences
  • Coordinate with BDT’s Projects team to prioritize operational resources to deliver on contractual obligations and manage partner expectations effectively
  • Facilitate the execution of contracts with BDT’s Finance and Projects teams
  • Keep relevant BDT staff informed of conversations with key stakeholders and document them using Salesforce
  • Supervise the Engagement Coordinator as they carry out their responsibilities by setting clear expectations and providing training, support, professional development opportunities
  • Support the Pennsylvania Senior Engagement Manager with existing partnerships and initiatives with government, philanthropy and more across the state of Pennsylvania as needed
  • Engage in annual organizational and departmental goal setting and conduct ongoing assessment of goal progress

Qualifications:

  • At least seven years’ experience cultivating and managing relationships with government, community-based organizations, healthcare entities or philanthropy
  • Superior oral communication and presentation skills, with the ability to effectively work with internal and external teams; able to facilitate group discussions and to present in front of large audiences
  • Exceptional writing skills and the ability to draft and edit a wide variety of materials, including but not limited to proposals, presentations, fact sheets, and funder reports
  • Ability to analyze and present complex data, including simplifying concepts for a wide array of audiences
  • Ability to project manage and change courses quickly to adapt to new development and deadlines
  • High level of proficiency in MS Office (including MS Word, Excel, and PowerPoint) as well as the ability to learn new program management tools
  • Commitment to improving the lives of underserved populations
  • When public health leaders determine it is safe to do so, the ability to travel throughout the region to meet with partners and community members, including some nights and weekends as needed
  • Experience working with underserved populations in the Philadelphia area
  • Experience providing direct supervision to staff or volunteers
  • Knowledge and familiarity of the public benefits landscape
  • Knowledge and familiarity with the social tech/civic tech landscape
