What are the responsibilities and job description for the Fleet Manager position at BeST Transit?
The Fleet Manager is responsible for the safe oversight of rolling stock, garage assets and oversight of all mechanics and service personnel. This includes the evaluation of maintenance programs, making recommendations for program revisions, making technical decisions relative to repairs and maintenance, monitoring the supply of parts and materials, handling routine personnel matters and training activities. The position also includes monitoring work at all BeST Transit facilities and adhering to all procurement and purchasing policies set forth by the Finance Department. Essential Job Functions: * Oversee the workload and duties of the mechanics at BeST’s Athens and Covington garages, provide oversight to ordering, etc. * Work closely with our dispatch team to ensure vehicles are available for trips on a daily basis. * Monitor/maintain the inventory of all equipment, facilities supplies, parts and lubricants. * Provide supervision to custodian and/or laborers hired by BeST Transit. * Provide technical assistance / support to mechanics when necessary. * Oversight of contracted maintenance providers to ensure compliance with vehicle maintenance standards, consistency of parts purchasing and completion of necessary documentation pertaining to vehicles. * Maintain monthly reports of vehicle mileage and maintenance costs. * Assist Supervisors with areas of safety and security within all areas of the fleet. * Maintain oversight of BeST’s facilities located in Athens, Covington and Towanda. * Track preventative maintenance and inspection mileages and dates to comply with PennDOT reporting standards. * Schedule and arrange development and training programs for maintenance personnel. * Assist Mechanics and Operations with road calls. * Participate in the discussion and resolution of personnel matters within maintenance department (i.e. hiring, promotion, discipline, etc.). Additional Job Functions: * Works with other authority personnel to achieve organizational objectives. * Attends meetings, training, and seminars as required. * Communicates with co-workers, management, clients, and others in a courteous and professional manner. * Performs other duties as assigned Working Conditions: * Subject to frequent interruptions. * Periodically works beyond normal work hours and/or assume on call responsibility as duties may require. * Occasional travel to attend meetings, seminars, training and conferences or other duties as may be necessary from time to time. Physical/Mental Demands: * Must be able to lift and carry objects with maximum weight of fifty pounds. * Must be able to complete work requiring concentrated mental effort and attention to detail (including mathematical calculations, use of common and specialized word- and data- processing software programs) with minimal re-work or errors. * Ability to apply understanding and problem solving skills to carry out detailed written and/or oral instructions. * Ability to deal with problems in a constantly changing environment. Qualifications: * Completion of an Associate’s Degree and/or technical education beyond the high school level. * Minimum of 5 years of fleet management or related experience in a transportation related industry * Knowledge of computer programs including Word Processing and Spreadsheet operations * Must maintain a valid Pennsylvania Driver’s license, CDL class B * Satisfaction of CDL physical examination requirements and Authority’s DOT Drug Testing Program. Knowledge And Abilities Required: * Ability to communicate (verbally and written form) professionally and interact with individuals at all levels inside and outside the organization. * Superior interpersonal skills and organization skills. 3 * Ability to function independently with minimal supervision. * Flexibility with regard to changing job priorities. * Ability to perform multiple tasks and manage multiple responsibilities concurrently. * Must maintain confidentiality with regard to Authority information and records. * Must demonstrate ability to complete job duties in a timely manner, with reasonable accuracy and minimal re-work to correct errors. * Must possess general knowledge of standard office practices and procedures, and ability to utilize common office equipment, including personal computers. Clearances: * Must not appear on Preclusion Lists as defined by “Pennsylvania’s Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs.”
